Commission C Pushes for Long-Term Fiscal Strategy Toward Jakarta Global City

Jakarta City Council Commission C is urging the Jakarta government to prepare medium- and long-term fiscal strategies to support the city's transformation into a global city.

The statement above was made by Commission C Vice Chairman, Tri Waluyo as he presented the discussion report on the Draft Bylaw regarding the Regional Budget Accountability (P2APBD) 2025.

"In line with Jakarta's transformation into a global city following the relocation of the capital, Commission C requests the Jakarta government to formulate medium- and long-term fiscal strategies to ensure regional financial sustainability,” he expressesd, Wednesday (6/24).

He explained that such strategies could be achieved through increased investment, the development of the digital, financial, and creative sectors, and the optimization of regional assets.

Additionally, Commission C is pushing for better planning and oversight of regional expenditures to ensure that budget absorption—especially for capital spending—remains on schedule and effectively targeted.

He also called for an evaluation of regional departments reporting significant budget surpluses (SiLPA) to verify that the excess funds were due to efficiency, not poor planning or implementation delays.

Regarding regional revenue, Commission C urges the Regional Revenue Agency (Bapenda) to develop anticipatory measures against the property sector slowdown, which could potentially impact the collection of Land and Building Transfer Duty (BPHTB).

"Bapenda is also requested to strengthen the integration of taxation data, improve digital tax payment services, and expand the tax base to minimize potential revenue leakages,” he explained.

Commission C also highlighted the management of regional assets. The Regional Asset Management Agency (BPAD) was requested to optimize underutilized assets, accelerate the utilization of regional property to support investment, and evaluate asset utilization agreements that are no longer in line with market value.

Regarding the procurement of goods and services, Commission C requested that the procurement process be expedited starting at the beginning of the budget year, especially for construction projects.

At the same time, the Regional Financial Management Agency (BPKD) was encouraged to strengthen oversight of budget implementation and review the allocation for Unexpected Expenditures (BTT), noting that large allocations remain under-absorbed.

"Commission C also stressed the necessity of enhancing data accuracy for beneficiaries of social aid, subsidies, grants, and basic services so that government programs reach the intended targets,” he stated.

Further, the Jakarta Water Resources and Bina Marga Agency are urged to enhance the efficiency of budget spending on the development and upkeep of flood mitigation infrastructure.

Jakarta City Council Commission Secretary, Ismail mentioned that they are pushing for stronger synergy between BUMDs to boost operational efficiency and their contribution to the Local Revenue (PAD).

Additionally, BUMDs are expected to draft a roadmap for increasing dividends, implement digital transformation, and improve corporate governance.

"Regarding transport-related BUMDs like PT Transportasi Jakarta, PT MRT Jakarta, and PT Jakarta Propertindo, Commission C is calling for enhanced public transportation services, wider coverage reaching buffer zones, and the maximization of non-fare revenue,” he explained.

Commission C also recommends the implementation of zoned fares for transportation services reaching the Greater Jakarta (Jabodetabek) area to ensure that subsidies funded by Jakarta taxpayers are more accurately targeted.

"Separately, Bank Jakarta is urged to reinforce its corporate governance, risk management, and IT infrastructure, while settling unresolved findings from the Audit Board (BPK). At the same time, PAM Jaya is being pushed to broaden its piped water network, curb Non-Revenue Water (NRW), and expedite the implementation of BPK’s recommendations.

“Jakarta Inspectorate is encouraged to enhance its oversight regarding the periodic settlement of BPK recommendations across all regional apparatuses and BUMDs,” he stated.
