Jakarta Council Passes 2025 City Budget Accountability Bylaw

Jakarta City Council (DPRD) approved the 2025 City Budget (APBD) Accountability Bylaw during a plenary session at the Jakarta DPRD Building on Monday (6/29).

The process included the governor's address, general views from council factions, the governor's responses, commission meetings with regional agencies, Budget Agency (Banggar) meetings with the Regional Government Budget Team (TAPD), and coordination meetings between DPRD leaders and the executive.
Following the completion of the deliberations, the council expressed its appreciation to the Jakarta Provincial Government and its regional agencies for their cooperation throughout the legislative process.
"The council appreciates the executive for successfully completing this process. We also thank all SKPDs for working closely with the legislative body to improve the welfare of Jakarta residents," she said.
Ima then invited Jakarta DPRD Budget Agency member Husen to present the committee's report on the draft bylaw. In his presentation, Husen outlined the evaluation of the 2025 regional budget implementation and offered a number of recommendations to the Jakarta Provincial Government.
On the fiscal side, regional revenue reached 94.76 percent of the target, while regional spending totaled Rp76.09 trillion, equivalent to 88.51 percent of the allocated budget.
The council also praised the Jakarta Provincial Government for maintaining an Unqualified Opinion (WTP) from the State Audit Board (BPK) for the ninth consecutive year. However, Husen stressed the need to promptly follow up on all audit recommendations.
The council also highlighted recurring issues in construction projects and the procurement of goods and services. The Budget Agency recommended improving the preparation of Owner Estimates (HPS), strengthening physical verification of completed work, and imposing sanctions on contractors that fail to meet contractual requirements.
The DPRD also urged the administration to accelerate efforts to secure regional assets by completing inventories, certifications, and the disposal of severely damaged assets. It further called for stricter enforcement against developers that have not fulfilled their obligation to hand over social and public facilities.
In the economic sector, the DPRD emphasized the need for more realistic budgeting based on actual needs. It also called for optimizing locally generated revenue (PAD) through the digitalization of service fee collection, the transformation of region-owned enterprises (BUMDs), and the more effective use of regional assets.
The Budget Agency also urged the administration to resolve outstanding BPK recommendations involving several region-owned enterprises, strengthen corporate governance, and accelerate the collection of regional receivables.
After the report was presented, Ima announced that 71 council members were present, meeting the quorum required to proceed with the vote.
"Do you agree to pass the Draft Bylaw on the Accountability of the 2025 City Budget Implementation (P2APBD) into law?" she asked.
The attending council members responded unanimously, "Approved."
Following the vote, the 2025 APBD Accountability Bylaw was officially passed and submitted to Jakarta Vice Governor Rano Karno for further processing in accordance with prevailing laws and regulations.
