Jakarta Council and Gov’t Sign KUA PPAS for Budget 2027

The Jakarta Legislative Council (DPRD) and the Jakarta government officially signed a Memorandum of Understanding (MoU) regarding the General Budget Policy and Provisional Budget Ceiling Priority (KUA-PPAS) for the Fiscal Year 2027.

The signing took place during a plenary session at the Jakarta DPRD building on Thursday (8/13), presided over by Jakarta DPRD Chairman, Suhud Alynudin.
"By saying Bismillahirrahmanirrahim (In the name of God, the Most Gracious, the Most Merciful), I hereby declare this plenary session open and accessible to the public," Suhud announced as he commenced the proceedings.

"This MoU signing serves as the foundational step in developing a budget that is both people-centric and aligned with Jakarta’s development priorities," he explained.
During the meeting, they also signed an Integrity Pact for the Draft City Budget (RAPBD) 2027. He note, this pact represents a moral and institutional commitment to ensuring the budgeting process remains professional, transparent, accountable, and free from any irregularities.
Discussions during the plenary session also covered various multi-year initiatives for 2027. According to him, such long-term programming is vital for maintaining development momentum, specifically for landmark projects that transcend a single annual budget.
"Executing multi-year sub-activities represents a strategic step in securing the continuity of our city's growth. This is crucial for priority programs that require extended timelines to ensure they are completed successfully and effectively," he remarked.
Among the flagship multi-year projects are the development of the Cakung Hospital, advanced drainage polders, and vital coastal embankments designed to fortify the city against tidal flooding.
The scope also extends to comprehensive river revitalization and the expansion of water storage systems—including reservoirs and retention ponds—as well as the Stage 2 completion of the Jalan Tongkol low-cost apartments.
The meeting also marked a strategic milestone with the signing of an agreement on municipal bonds. This alternative financing is projected to strengthen the city's fiscal power, fast-track infrastructure expansion, and elevate public service standards.
However, Suhud cautioned that bond issuance must remain prudent and transparent, ensuring it aligns with Jakarta’s fiscal health and financial resilience.
"Our commitment is to maintain rigorous oversight. We want to guarantee that these long-term projects reach their targets and provide a lasting, positive impact for all Jakartans," Suhud asserted.
