Jakarta Builds Kebagusan Retention Basin to Help Prevent Flooding

The Jakarta Provincial Government is continuing to develop flood control infrastructure across the capital, including the Kebagusan Retention Basin in Pasar Minggu, South Jakarta.

will significantly reduce flooding

Jakarta Governor Pramono Anung said the construction of retention basins and reservoirs was being carried out across Jakarta alongside river normalization projects along the Ciliwung, Krukut, and Cakung Lama rivers.

"Hopefully, these measures will significantly reduce flooding, even though flooding will inevitably still occur," Pramono said after inspecting the Kebagusan Retention Basin on Tuesday (10/13).

Pramono also encouraged the use of water from the basin to meet local residents' needs. The Jakarta Provincial Government will allow the Water Resources (SDA) Agency to partner with PAM Jaya to build a water treatment plant.

"We will allow the Water Resources Agency to work with PAM Jaya so that residents can consume or use this water. PAM Jaya will, of course, calculate the tariffs and other details," he added.

The Kebagusan Retention Basin is being built at a cost of around Rp250 billion, which covers land acquisition and infrastructure work. It is expected to begin operating in February 2027.

The Jakarta Provincial Government is also nearing completion of reservoir and retention basin projects in other parts of the capital, including East Jakarta. Two retention basins are expected to be ready for inauguration next week.

"This is part of our plan to take preventive measures against flooding in Jakarta during what has been an unusually long dry season," he explained.

Jakarta Water Resources Agency Head Ika Agustin Ningrum said the Kebagusan Retention Basin was part of the Jaktirta Project, which focuses on flood control and water management. The basin covers an area of around two hectares.

"Kebagusan Retention Basin is located in the upper catchment area of the Mampang River. Therefore, flooding downstream along the Krukut and Mampang rivers needs to be addressed at the upstream level as well, rather than focusing solely on the Krukut River," she noted.

The basin is expected to reduce peak flood discharge in the Joe connecting channel, part of the Mampang-Krukut river system, by around eight percent. In addition to helping control flooding, the basin will serve as a public space and provide green open space.
