House Department Claims Can Propose Auction On Time

Jakarta Public Housing and Government’s Building Department claimed they can submit all auctioned activities through Goods and Services Procurement Unit (ULP) before registration deadline on upcoming May 16. For information, from hundreds of activities, only 60 of them, which documents have completed, have been submitted.

Head of Jakarta Public Housing and Government’s Building Department, Yonathan Pasodung, admitted that only 60 activities have been proposed to ULP. As for the other activities, his party is still preparing the documents to be immediately proposed.
“We’ll try all activities to be proposed before the deadline. Now, there are many documents need to be completed. When it’s done, we’ll directly send them. 60 activities have been sent,” he stated, Saturday (5/10).
SKPD Instructed to Speed Up Physical DevelopmentMoreover, Pasodung told there were no significant problems even though this year’s auction is conducted through ULP. He only worried there is not enough time to handle many auctions from regional working units (SKPD/UKPD). Therefore, ULP is expected to be professional in performing auction, thus SKPD and UKPD can directly carry out their activities.
“Because auction matters are now centralized in ULP, the problem is now in ULP. We, SKPD, only need to wait for the auction results then execute it in the field. If it is possible, the time to be faster than SKPD,” he said.
Based on Jakarta ULP data until last weekend, from 750 SKPDs/UKPDs, only 67 SKPDs have proposed for auctions. Whereas, about 56,000 activities are going to be implemented this year. From that amount, 7,000 activities must be auctioned. There are 302 activity packages have been proposed, 18 of them are in auction process. The SKPDs and UKPDs which have requested for goods and services procurement to ULP are Jakarta Public Housing and Government’s Building Department, Jakarta Public Works Department, Jakarta Tourism and Culture Department, Jakarta Manpower and Transmigration Department, West Jakarta Public Works Sub-Department, National Monument Technical Implementation Unit, Ragunan Zoo Service Unit, et cetera.
Physical auction activities with budget value above Rp 200 million and service auction above Rp 50 million will be conducted through ULP. With ULP, it is expected there will be no tender winner monopoly. But, not all goods can be purchased through ULP, because most of the auctions have been listed in e-catalog and e-purchasing. If in both online systems the goods were not available, each SKPD and UKPD can hold action through goods and services ULP.
