City Puskesmas to Be Upgraded into D-Type Hospitals

To improve healthcare services for Jakartans, dozens of community health centers (puskesmas) in the capital city will have their status raised to D-type hospitals that equipped with specialist doctors. This upgrading status is a collaboration between Jakarta Provincial Government, Faculty of Health of University of Indonesia, and Cipto Mangunkusumo Hospital (RSCM). It is also aimed to support the implementation of Indonesia Case Base Groups (INA-CBG’s).

According to Basuki, indirectly, this upgrading is also conducted to help RSCM in giving healthcare services.
“If later RSCM wards were full, they may entrust their patients to hospitals which have adequate doctors’ ability and equipment. But, the INA CBG’s still have to be paid to RSCM. So, RSCM entrusted their patients to other places,” he explained.
Moreover, Basuki also admitted that this plan meets obstacles since the City Council (DPRD) obstructs the disbursement of grant funds.
“We’ve seen those which referred, but unfortunately the grant fund for Faculty of Health of University of Indonesia is restrained. That’s why I said I’ve scolded BKPD (Finance Management Board). The problem exists in DPRD is that the one we do not recommend raised, but the recommended stalled. Rp 5 billion was disbursed for private. Not clear whether it is stealth or not,” he disclosed.
For information, INA-CBG’s is an application used by hospitals to claim patients’ medication treatment fees to the government, while D-type hospital is a transitional hospital with the ability to provide general practitioners and dentists. This hospital can accommodate references from community health centers.
