Cheating, 350 Civil Servants Threatened to Be Demoted

Jakarta Personnel Board (BKD) will charge criminal sanction and demote 350 civil servants category two (K2) serving under Jakarta Provincial Government if they were proven committing fraud in the administration of eligibility appointment documents.

Head of Jakarta BKD, I Made Karmayoga, disclosed there are 350 reports regarding TMT (Effective Start Date) active working of some K2 civil servants who are allegedly committing fraud in completing administration paperwork requirements to be appointed as civil servants.

The reports said that 350 Jakarta K2 civil servants are indicated cheating. In doing examination and report, BKD cooperates with Indonesian Corruption Watch (ICW) . To be appointed as non-honorary civil servant, every K2 civil servant must have work experience one year prior to December 31, 2005. Those 350 K2 civil servants reported have not met that TMT requirement.
Karmayoga suspected the data manipulation involved officials from related department. This is because incompleteness documents will not happen if it was not supported by officials.
“The working period must be in January 2005. But according to the data in the field, a number of K2 civil servants began to work in June or July. Afterwards, the decree was made on January 1, while January 1 was holiday,” he explained.
BKD gives deadline to those K2 civil servants to prove and submit the complete documents within a period of one year’s budget. If not, they will be demoted from their posts and charged with criminal sanction in accordance with Government Regulation No. 48/2005 Jo Government Regulation No. 56/2012 about the appointment of honorary civil servant.
Karmayoga stressed that BKD will eliminate those involved in the TMT data manipulation. Meanwhile, the amount of K2 civil servants allegedly committing fraud could be higher along the investigation conducted by BKD and ICW, in line with incoming complaints.
“All parties, starting from school headmasters, teachers, and related units, must be ready if they cannot prove the authenticity and completeness of their documents. They will not only be demoted, but criminalized as well,” he asserted.
