BPK Reports City Losses Rp 1.54 Trillion

The Indonesian Financial Audit Agency (BPK) presented financial statement result of Jakarta Provincial Government examination in 2013 to City Council (DPRD) Chairman, Ferrial Soyfan, in the Exclusive Plenary Meeting at City Council Building, Jalan Kebun Sirih, Central Jakarta, Friday (6/20). The result contains 86 findings with a total loss of Rp 1.54 trillion.

City government’s 2013 financial report decreased compared to the last two years assessment, namely qualified opinion (WTP) with paragraph explanations,” stated member V of BPK, Agung Imam Sampurna.

According to Sampurna, city government’s financial result decreases due to a number of things, such as expenditures through the mechanism of money supply over the limit on December 15, 2013.

“The journal entries are not based on proofs of expenditure responsibilities that have been verified, but the recapitulation of the advances delivered to the treasurer to the program implementation and the expenditures are not supported by the complete evidence with an indication of a loss at Rp 59.23 billion on Education Operational Expenditure (BOP), village road planning program, and the cost of technical control programs,” he explained.

Moreover, Sampurna disclosed that the implementation of census on fixed assets and other assets are not yet adequate since the inventory of all assets are not done and the working papers census are still inadequate.

“The assets are not yet adequate then it census supported by lack of details, so the fixed assets and other assets census are not credible,” he told.

BPK applies the same methods and criteria for the 2013 city government financial audit. The percentage of sampling used is the same, but it is expanded. The direction policy examination of BPK V focused attention to the three accounts of social assistance spending, goods and services spending, and capital expenditure accounts.

“Of the three accounts, BPK developed base criteria and determined the samples. Indeed there is a decrease, and the things that we are qualifying will be continued by an examination with a particular purpose. There are some things we will go deep into the examination with a specific purpose,” he said.

Knowing BPK’s assessment result, Acting Jakarta Governer Basuki T Purnama admitted does not surprise nor question the result. He assessed that it is BPK’s job to conduct examination honestly and reveal what is actually happening in the field.

“This is a real achievement. I’m not surprised, people already know all. Instead, I’m happy because this is good. This is the original report (of Jakarta). This is a present for the citizens, that our civil servants are still not good. That’s why we must do better, it’s okay. Indeed it (the result) should decline, because there is still something wrong with the assets and the money being stolen. BPK still has good heart because it’s just decline one level. If I was the one who checked it, I would choose not to express an opinion,” he uttered.

Basuki also thanked BPK for helping auditing regional finance although Jakarta Provincial Government has its own an internal auditor, which is the Jakarta Provincial Audit Board (BPKP). According to him, BPK examination result shows that there are still a lot of city civil servants dare to embezzle the budget.

“It directly reflects which SKPDs are honest, which are not. Again, we thank BPK because the result meets my expectation and the governor’s as well. This is important, because in 2013 all programs were in our hands,” he expressed.
