Market Management Resigns if Non-Cash Retribution Imposed

As reported previously, Jakarta Provincial Government plans to implement non-cash retribution to guided vendors in built landscapes (lokbin). For that, market management responded the resignedly since all this time their income depends on retribution collection without wage from the government.

For example is in built landscape JU 18 of Ular Plumpang Market on Jalan Plumpang Raya, North Jakarta. In this market there are 14 personnel of market management who consist of six security officers, two cleanliness officers, two retribution collection officers, and four caretakers. All of them never receive wage nor salary from the government. To meet operational needs and their income, the market management had a deal with the vendors by collecting fees exclude official retribution.

Sayumi (43), one of retribution collection officers, admitted confused with the non-cash retribution plan. If the plan imposed, he would no longer receive income in the amount of Rp 1,250,000 which collected from the vendors.

City to Apply Non-Cash Retribution to 2,875 Street Vendors

“All this time, our income comes from the vendors, not the government. (North Jakarta) Cooperatives, Micro, Small and Medium Scale Enterprises and Trade (KUMKMP) Sub-Department only knows we deposit every day Rp 3,000 per vendor,” he uttered, Saturday (7/5).

Meanwhile, Ular Plumpang Market management coordinator, Ustafifi, said she already knew about the non-cash retribution plan. For that, she hopes the well-being of market management personnel to be paid into attention.

“This market can run because there are people managing it,” she asserted.

According to Ustafifi, to pay market management personnel for Rp 800 thousand-Rp 2 million, the management and vendors had an agreement on operational cost exclude retribution fee. Each vendor pays Rp 8 thousand every day, so a total of money collected from 150 vendors is Rp 750 thousand.

“That extra fee is not ours to determine, but based on a deal with the vendors,” she stated.
