City to Apply Non-Cash Retribution to 2,875 Street Vendors

Jakarta Provincial Government is doing various ways to control the street vendors. One of those ways is placing 2,875 guided street vendors in a special area where they no longer need to pay booth rent to a certain official, but pay it directly to the bank. This way will be trialed this month.

Head of Jakarta Cooperatives, Micro, Small and Medium Scale Enterprises and Trade (KUMKMP) Department, Joko Kundaryo, said this policy is in line with direction from Acting Jakarta Governor Basuki T Purnama. Later, all street vendors are obligated to have accounts in DKI Bank.
“We’re going to test it. For start, as many as 2,875 street vendors will be placed in two pints, temporary location and built landscape. That is for our sample while evaluating. The retribution must be non-cash and used DKI Bank card, auto debit every day. So, there would be no more field coordinators collecting retribution every day. The retribution itself will directly go to regional treasury. Later, DKI Bank will give reports to Jakarta KUMKMP Department and Jakarta Finance Management Board (BPKD),” stated Kundaryo at City Hall, Friday (7/4).
City Drafts New Rules for Street VendorsAccording to him, all street vendors must have balance in their DKI Bank accounts. If for three days in a row they did not do auto debit, they will receive warning. Before the trial carried out, each street vendor must sign a contract. Thus, if they committed violation, they will be sanctioned. The most severe sanction is getting kicked out from the business location.
The locations of built landscapes are in Palmerah, Permai, Meruya Ilir, Bintaro, and Makasar. As for the appointed temporary locations are on Jalan Surabaya Taman Puring (South Jakarta), Jalan Lapangan Tembak (East Jakarta), Tegal Alur (West Jakarta), and Plumpang Market (North Jakarta).
Kundaryo explained that this program could detect which street vendors who are seasonal and permanent. Street vendors with Jakarta ID card (KTP) will be prioritized in this program, while old street vendors who do not have Jakarta ID card will be made one each. At this time, there are more than 500,000 street vendors recorded selling in the capital city.
