Basuki Threatened to Shut Down PKB Center

Jakarta Provincial Government and Corruption Eradication Commission (KPK) did a sudden inspection (sidak) at Keadung Kali Angke Motor Vehicle Testing Center (PKB), West Jakarta, Wednesday (7/23). In that occasion, they found many irregularities in the vehicle road worthiness test (KIR). The inspection itself was led by KPK Vice Head Bambang Widjojanto and accompanied by Vice Jakarta Governor Basuki T Purnama.

Finding many irregularities made Basuki furious. He threatened to shut down PKB operational and fired the civil servants if proven cheating. After the inspection, in which he checked on every room, Basuki stopped all services there, especially since nearly 90 examination equipments are malfunctioned. He also asked Jakarta Transportation Department to check other PKB centers and give report immediately.

“We immediately stop all (services) today, no more service. I ask for an accurate report on how many vehicles did not pass the test. If there were violation and cheating, I will fire anyone playing games,” he asserted.

According to Basuki, the PKB should have been handed over in January 2012. But until now, it has not been done. Thus, Jakarta Provincial Government will summon Jakarta Financial Management Board (BPKD) to explain the matter.

“If going to do handover, all equipment should have functioned properly. Perhaps, the BPKD did not want to do handover because all of the tools are malfunctioned,” he said.

The highlighted finding by KPK in this inspection is that nearly 90 percent of KIR equipments are not working properly. Thus, the checking was done manually, which is potentially for cheating. In addition, there is no relationship between the examination processes with the results.

“This was a collaboration between Jakarta Provincial Government and PT Nakia. It (the PKB) should have been handed over to city government, but the equipments are malfunctioned. So, there is no handover until now,” uttered Widjojanto.

Another finding was the human resources are not from related institution, which is Transportation Department. Many human resources there are the people who work for PT Nakia.

KPK also highlighted the problem of archiving that is not well-ordered. It is associated with the time checks on vehicle inspection that only takes five minutes. Whereas, if it was done well, KIR test should have taken time for about 20-30 minutes.

The most interesting finding, added Widjojanto, is the money circulation in the PKB center. This is because the money deposited to the local treasury and the money existed has a big difference.

“There is a levy amounting Rp 100 thousand to Rp 200 thousand per vehicle. In fact, every day, there are 500 vehicles took KIR test. So, approximately Rp 500 million circulated every day,” he disclosed.

The latest finding is the existence of a service bureau showing an indication of cooperating with PKB officials. These findings will be given to Jakarta Provincial Government within four weeks ahead to be followed up.

“We’ll discuss the next step with Jakarta Provincial Government,” he told.
