Anies Proposes Levy Rates Adjustment by Submitting Regional Levies Regulation Draft

Jakarta Governor, Anies Baswedan proposed the Regional Regulation Draft (Raperda) regarding Second Amendment to Regional Regulation No. 3/2012 that regulates about Regional Levy during the Jakarta Council (DPRD)'s Plenary Meeting at Jakarta DPRD Building's Plenary Room, on Wednesday (3/4).

Lot of things should be adjusted

His proposal is about adjustment on levy rates for certain types of services in order to improve the services.

According to him, this levy rates adjustment was requested by the agencies who have evaluated the implementation of regional levies. This proposal is intended to adjust to the current condition, especially that related to tariff adjustment and realization of legal certainty in public service. Because, he assessed, collection of levies is closely associated with the licensing service and other administrative services. If it is compared with the buffer zones, Jakarta's levies haven't changed since 2012.

"There were a lot of agencies. As we know, Perda No. 3/2012 is already 8 years. Lot of things should be adjusted. Actually, because of time, price changes, and policies, it needs to be adjusted.  And I can't just mention one item, because there are a lot of local levies and taxes. Also, a lot of agencies. So, it is not specifically about parking, but also the others," he conveyed as quoted from Jakarta PPID Press Release.

He said, Jakarta Provincial Government will continue to optimize various services and tariff adjustments based on the central government's policies. Thus it affects several types of regional levies and economic development, considering that the current regional levy rates are fairly low.

"Through this amendment, we want to optimize city revenue through regional levies in 2020, eradicate levies on objects that are not optimal because it has been abolished due to central and local government policies, and raise levy rates on the use of certain facilities that is potential to increase regional revenue through levies," he explained.

Levy rates adjustment was proposed by several agencies, namely;

a. Human Resources Development Agency

b. Fire Handling and Rescue Department

c. Communication, Information, and Statistic Department

d. Industry, Trade, Cooperative, Small and Medium Enterprises Department

e. Culture Department

f. Tourism and Creative Economy Department

g. Transportation Department

h. Manpower, Transmigration, and Energy Department

i. Bina Marga Department

j. Public Housing and Settlement Department

k. Investment and One-Stop Integrated Service Department

l. Park and Urban Forest Department

m. Environment Department

n. Education Department

o. Health Department

p. Youth and Sport Department

q. Library and Archive Department

Meanwhile, those agencies proposed for;

a. rates adjustment

b. rates reduction

c. removal of the type of levy

d. add the new type of levy

For information, Perda No. 3/2012 about the Regional Levies is the implementation of Law No. 28/2009 concerning the Regional Taxes and Regional Levies. In addition, since Perda No. 2/2019 about Establishment and Arrangement of Jakarta Provincial Government Apparatuses is implemented, thus nomenclature of the agencies should be prepared in this Perda, as well as to implement the provisions of Article 155 of Law (UU) No. 28/2009 concerning the Regional Taxes and Regional Levies.

"Meanwhile, levy rates can be refinanced by following up the Price Index and economic development thus Governor can adjust and determine the levy rates. Because of that, it needs second amendment of Perda No. 3/2012 that regulates the Regional Levies," he asserted.
