Bapenda-Computer Science Center UI Collaborate to Expand Digitalization in Local Revenue

Jakarta Regional Revenue Agency (Bapenda) collaborates with Computer Science Center (Pusilkom) Universitas Indonesia to expand digitalization in local revenues to improve quality of public service facilities and expand the use of technology.

This is a starting point to build better public services that can satisfy people's expectations

This time, digital transformation is targeting Motor Vehicle Tax (PKB) and Vehicle-Owner Transfer Fee (BBNKB).

Jakarta Bapenda Head, M. Tsani Annafari conveyed, this effort was initiated by diagnosing PKB and BBNKB services to capture the real condition of taxation services in motor vehicle sector through an objective and independent academic perspective.

"This is a starting point to build better public services that can satisfy people's expectations and answer technological challenges," he said, Friday (2/26).

He explained, Jakarta Bapenda supports the implementation of National Digital Samsat as long as it still opens opportunities for regions to continue to innovate in building support system according to regional characteristics while maintaining commitment to national data integration.

According to him, this supporting system is important as an alternative for taxpayers if the main system is constrained and at the same time it can be used as a solution for regions that have variety of special local revenue policies.

"For example Jakarta Province which is implementing and will impose progressive motor vehicle taxes, emission fines, parking taxes, and tax-saving based mobile payment concept, and others that use JAKI mobile application according to the demands of e-literacy and IT readiness for citizens, as well as Jakarta's vision as Smart City," he mentioned.

He expected this innovation can be a breakthrough in realizing public services that are more effective, efficient, openness, and most importantly supporting compliance with health protocols in facing COVID-19 pandemic.

He assessed that people have long missed the easy, cheap, and fun tax payments. Innovations such as e-TBPKB and digital ratification, electronic notifications and reminders, as well as multi-channel payments can be done flexibly.

"Payment can be made early or in tax credit scheme, are the main features that people expect," he said.

Moreover, he continued, the mutual support and synergy of all stakeholders are the key to success in realizing digitalization in local revenue services, especially those managed by Samsat.

"Jakarta Bapenda is committed to support the realization of local revenue digitalization system in motor vehicle sector which expected to be completed in 2021," he closed.
