Jakarta Intensifies Parking Locations Disincentive Policy to Handle Transportation and Pollution Problems

The Jakarta Transportation Agency (Dishub) keeps working on dealing with transportation problems in Jakarta.

There are six additional parking locations

One of them is the parking fee disincentive policy which has been running since last year at five parking locations.

"There are six additional parking locations, so now there are eleven parking locations that have disincentive rates for vehicles that do not pass the emission test. Hopefully, this disincentive policy won't only deal with transportation issues, but also support efforts to protect Jakarta from pollution," expressed Jakarta Dishub Agency, Syafrin Liputo, as quoted by Jakarta PPID's press release, Friday (2/3).

The agency has implemented a private vehicle disincentive policy in the form of traffic control with an odd-even system and the imposition of high parking fees.

Based on Gubernatorial Regulation number 66/2020 on Emission Test for Vehicle, article 17 mentions that every owner of a motorized vehicle that does not undergo an emission test and/or does not fulfill the requirements for passing the test will subject to a disincentive in the form of the highest parking payment, referring to Gubernatorial Regulation regarding parking service rates in on-street and/or outdoor spaces owned by road.

In parking locations managed by the Parking Management Unit, a parking fee disincentive is gradually implemented (implementation of high parking rates) for vehicles that have not and/or do not pass the emission test. Vehicles that have passed the test, the vehicle registration number data is recorded in the system. So, when the vehicle enters the parking location, it will be detected whether the vehicle has passed/failed the test.

Currently, the Parking Rate Disincentive has been implemented in eleven parking locations:

1. Parking Lot at IRTI Monas, Central Jakarta

2. Parking Lot at Blok M, South Jakarta

3. Parking Lot at Samsat, West Jakarta

4. Mayestik Market Environment, South Jakarta

5. Interkon Plaza, West Jakarta

6. Kalideres Park and Ride, West Jakarta

7. Pasar Baru Palace Parking Building, Central Jakarta

8. Taman Menteng Parking Building, Central Jakarta

9. Lebak Bulus Park and Ride, South Jakarta

10. Parkin Lot at Taman Ismail Marzuki, Central Jakarta

11. Kampung Rambutan Bus Terminal Park and Ride, East Jakarta

The mechanism for setting disincentive rates at off-street parking locations (environments/buildings/parking lots) for vehicles that pass the emission test is subject to a normal parking rate that applies progressively (Rp 5,000/hour).

Whereas for vehicles that fail the emission test are subject to the highest parking rate (Rp 7500/hour) which applies progressively. Temporarily, the parking rate disincentive is only applied to car types based on Gubernatorial Regulation number 31/2017 on Parking Service Rates. Further, there will be additional parking locations with parking fee disincentives in 2023 at off-street parking locations contained in Gubernatorial Regulation number 188/2016 on Public Parking Areas Managed by Regional Governments.

He explained that the handling of transportation problems in Jakarta was divided and arranged into four priorities. First, pedestrians; second, public transportation; third, environmentally friendly vehicles; and fourth, private vehicle disincentives.

"Handling this transportation problem is also a priority program. We're trying to deal with this transportation problem in a comprehensive and sustainable manner. Even in handling it, we synergize with all parties, as thia problem in Jakarta is very complex and require the cooperation of all parties, including support from the community," he stated.
