Ensure Assistance is Right on Target, Disdik Conducts Due Diligence and Re-Verification

Referring to KPK's Circular Letter Number 11/2020, it is stated that Ministries/Agencies and Regional Governments can collect data in the field to provide social assistance using reference data, namely Integrated Social Welfare Data (DTKS). Hence, recipients of social assistance for education costs through the Jakarta Smart Card (KJP) Plus and the Jakarta Excellent Student Card (KJMU) Phase I 2023 (January - June 2023) use a single data source, namely DTKS Eligible category.

We have carried out due diligence and re-verification of the data on KJP Plus and KJMU recipients

Jakarta Education Agency (Disdik) Head, Purwosusilo explained that the DTKS Eligible category is determined through the following stages:

1. Matching with Jakarta Population and Civil Registration Agency (Dukcapil) to ensure the correctness of being a resident of Jakarta, having a Jakarta NIK, domiciled in Jakarta, and in the Family Card where no one has the status of ASN, National Army (TNI), Police, legislative members, BUMN or BUMD employees

2. Matching with Regional Revenue Agency (Bapenda) to ensure that you do not own four-wheeled vehicles and do not own assets in the form of land or buildings that have a Tax Object Sales Value (NJOP) above Rp 1 billion

3. It is decided at the Urban Village Deliberation that the family is poor so they are entitled to receive social assistance

"We have carried out due diligence and re-verification of the data on KJP Plus and KJMU recipients to ensure the accuracy of the target recipients of KJP Plus social assistance through a matching process with the Dukcapil Agency, matching with Bapenda and deciding through the Urban Village Deliberation," he expressed, in the Jakarta Provincial Government's press release, Wednesday (10/11).

The data for KJP Plus Phase I recipients in 2023 is DTKS as of February 2022 plus as of November 2022, it reached 662,194 children aged 6 to 21. After passing through the feasibility test and verification, as many as 75,497 were not eligible, because 36 were blank, 22,024 addresses were not found, 1,219 were civil servant/TNI/Police family members, 21,462 had cars, 1,244 had NJOP above 1 billion, 16,371 were rich people, 406 died, 11,867 moved outside Jakarta, 862 did not match data from the Home Ministry, and 6 urban village meetings were not held.

Besides the DTKS as of February 2022 and as of November 2022 above, there are still continuation (existing) KJP Plus recipients in 2022 who have not yet registered with the DTKS, which is 108,018. Based on this data, a feasibility test and re-verification were conducted to ensure the accuracy of targeting KJP Plus social assistance beneficiaries. As a result, as many as 20,198 were unfit, because 6,484 addresses were not found, 659 were civil servant/TNI/Police family members, 1,721 had cars, 85 had NJOP above 1 billion, 2,174 were rich people, sources of drinking water used branded packaging 22, died 27, 7,005 moved (address unknown), 1,675 moved outside Jakarta, and others 346.

Meanwhile, the data source for KJMU Phase I 2023 recipients is DTKS as of February 2022 plus as of November 2022 and as of January 2023, validated as 15,883 aged 18-30. The data is also done due diligence and re-verification. As a result, 2,337 were unfit, because 450 addresses were not found, 59 were civil servants/TNI/Police families, 657 were rich people, 607 had cars, 65 had NJOP above 1 billion, 3 died, 386 moved outside Jakarta, 109 NIK not found in Dukcapil Agency, and others 6.

Then the 1,032 existing KJMU recipients in 2022 who have yet to be registered in the DTKS were also subjected to a feasibility test and re-verification. As a result, 226 were not eligible

"To ensure the accuracy of targeting KJP Plus and KJMU beneficiaries, those determined to be KJP Plus and KJMU Phase I 2023 recipients by Governor's Decree are students registered in the DTKS Eligible," he asserted.

For Jakarta residents who want to check the status of DTKS Eligible as KJP Plus or KJMU recipients, they can see it via the website kjp.jakarta.go.id. In the "check KJP status" or "check KJMU status" menu, they can find out via their NIK whether their status is accepted or rejected. The rejected status also clearly states the reason why it was rejected. Through this website and application, they can also send suggestions or complaints. Public complaints will also be followed up immediately. Disdik Agency will continue to carry out due diligence and re-verification in the future.

"Every year, consistently and continuously, feasibility tests and re-verification of data on KJP Plus and KJMU education social assistance recipients will continue to be carried out. Because this is to ensure that the provision of educational social assistance carried out by the Jakarta Government is right on target," he closed.
