Disdik: Teacher Recruitment Won't Hinder KBM Process in Jakarta
Reported by Folmer | Translated by Nugroho Adibrata
The Jakarta Education Agency (Disdik) continues to reorganize data on teaching staff in all education-level units in Jakarta. Nevertheless, this policy is guaranteed not to disrupt the process of learning and teaching activities (KBM) in schools.
It also needs to be understood
Jakarta Education Agency Acting Head, Budi Awaluddin explained despite the discovery of maladministration in the recruitment of several honorary teachers, the teaching and learning process in schools would continue as usual. This considering that the honorary teachers who were indicated for maladministration in each school were only one to two people.
According to him, the recruitment of honorary teachers must go through a mechanism following applicable terms and regulations. Honorary teachers must fulfill some requirements, namely not having ASN status and being recorded in the Basic Education Data (Dapodik). Aside that, he has a Unique Teacher and Education Personnel Number (NUPTK) and has not received a professional teacher allowance.
Jakarta KPP Supports Good Governance and Clean Government in Disdik"After conducting an investigation, there was recruitment of honorary teachers conducted by each school principal, which could result in standard bias and subjectivity in the recruitment. Regarding the news about the dismissal of honorary teachers whose source of payment was through BOS Funds, it happened because they didn't meet the requirements in Minister of Education and Culture Regulation Number 63/2022 on Technical Instructions for Management of BOS Funds," he expressed, as quoted by Jakarta PPID's press release, Thursday (7/18).
Since the end of 2023, the Disdik has informed all Education Sub-agencies to strictly implement the rules for paying honorariums through BOS Funds following applicable regulations. In early May 2024, the Disdik also issued instructions from the Disdik Head for orderly administration.
"It also needs to be understood, based on Law Number 20/2023, the Jakarta Government is prohibited from recruiting honorary staff, and meeting employee needs is only carried out through ASN channels, namely government employees with work agreements (PPPK) and civil servants (PNS)," he asserted.
He ensured honorary teachers could still return to teaching in private and state education units through several routes for recruiting teaching staff. The first is through the ASN track which is held by the State Civil Service Agency. Second, through the Individual Work Contract (KKI) track, where selection is carried out at the end of the year, if permitted, considering that Law Number 20/2023 Article 66 is currently in effect regarding the prohibition on recruiting new honorary staff.
As for honorary teachers' basic education data numbers (Dapodik), they would be active again automatically when they return to teaching. Surely, all recruitment mechanisms must comply with applicable regulations.
The Disdik also continues to coordinate with the Ministry of Education, Culture, Research and Technology (Kemendikbudristek), to solve this case. Together with Kemendikbudistek, the Disdik would try to find the best solution for honorary teachers in Jakarta.
