The Jakarta Education Agency (Disdik) issued Circular Letter Number 17/SE/2025 regarding graduation at all levels of education, from early childhood education (PAUD) to vocational high school.

This circular emphasizes that graduation activities are not mandatory and should not be a financial burden for parents or guardians.
Jakarta Disdik Acting Head, Sarjoko said the main point of the circular is the prohibition of collecting fees from parents/guardians for the financing of graduation/student release activities.

"It doesn't have to be at a hotel, it can also be at school. It could even be a memorable moment by showcasing the students' skills," he added.
He explained this circular is mandatory for all schools in Jakarta to follow.
Then the Disdik would also monitor and supervise the implementation of this circular. If violations were found, there would be an evaluation and further investigation for the imposition of sanctions.
"There should be no levies. Once again, educational institutions are expected to adhere to this circular with full responsibility," he stated.
