Jakarta Legal Bureau Prepares 96 Draft Bylaws for 2026 Propemperda

Jakarta Secretariat's Legal Bureau has recorded that a total of 96 draft bylaws (raperda) will be included in the 2026 Regional Regulation Formation Program (Propemperda).

"Out of 96 draft bylaws, some are ready with academic papers and drafts,"

Jakarta Secretariat's Legal Bureau Head, Sigit Pratama Yudha, said the draft bylaws have been grouped according to the preparation progress.

"Out of 96 draft bylaws, some are ready with academic papers and drafts, while others are still in drafting stage," Sigit said during a meeting with Jakarta Council (DPRD) Bapemperda, on Tuesday (9/2).

Five Draft Bylaws Targeted to Be Completed by End of 2025

According to him, 23 draft bylaws are ready for discussion as they have been completed with academic papers and drafts. These include drafts on the City Budget (APBD), Management of Regional Property, Legal Aid Implementation, Public Housing, Transportation Master Plan, and the change of legal status of PT Transportasi Jakarta (Transjakarta) to Perseroda.

Additionally, 12 drafts are targeted to have their academic papers and drafts completed this year, including drafts on Waste Management, Labor, Jakarta Cultural Advancement, Transportation, Stunting Prevention, and Child-Friendly Cities/Regencies (KLA).

Meanwhile, seven drafts remain carry-overs from the 2025 Propemperda, including those related to Education Implementation, No-Smoking Zones, and amendments to Regional Regulation No.6/2011 concerning City/District Councils.

"Besides that, there are still 54 draft bylaws that do not yet have academic papers or drafts," he added.

He also revealed three additional proposals from regional apparatus submitted recently due to their urgency. These include drafts on BUMD PT Jakro investment, Regional Health System (amendment to Regional Regulation No. 4/2009), and Stunting Prevention from Health Agency.

"We hope all regional apparatus show commitment and provide updates on the preparation of these drafts so that the 2026 legislative program can run according to target," he expressed.
