Special Committee Completes Harmonization of Regional Regulation Draft on Utility Networks

The Jakarta City Council's Special Committee of Utility Networks has completed the harmonization stage for the discussion of Regional Regulation Draft on Utility Networks.

Head of Special Committee for Utility Networks, Pantas Nainggolan, said that his side has produced a final formulation, outlined in a draft of the Regional Regulation on Utility Networks. This regulation will serve as the basis for managing the Integrated Utility Network System (SJUT), an integrated underground space management system designed to accommodate various utilities.

"By managing the utility network in an integrated manner, besides adding to the aesthetic value of the city, it can also minimize various risks, while having a positive impact on increasing regional income," he said, Monday (10/6).

Bapemperda Provides Additional Time to Complete Discussion of Regional Regulation Draft

According to him, optimizing local revenue (PAD) from utility network management can be utilized for the benefit of the community, such as social assistance and infrastructure improvements.

"We no longer want to hear about residents being injured by utility lines. Good management can also reduce the risk of short circuits, power theft, and other disruptions, allowing the wider community to benefit," he added.

Following the harmonization process, the Special Committee will report the results of the discussion to the leadership of the Jakarta City Council and the Regional Regulation Formation Agency (Bapemperda) before the Raperda is sent to the Ministry of Home Affairs for evaluation.

He added that the Utility Network Regional Regulation that will be ratified also stipulates that the gubernatorial regulation (Pergub) and other implementing regulations must be issued no later than one year after the Regional Regulation is enacted.

"There must be strong legal instruments to enforce it," he stated.
