He explained that this policy is based on the experience of budget management at the central government, where the bidding process can already begin in November or December.
"Thus, the experience at the central government at that time was that auctions and such at the Ministry of Public Works and Public Housing could be held starting from November to December. This effort is expected to accelerate the budgeting spending pattern, where the bidding process only begins in March or April and implementation can only be done around October or November.
The duration of this spending realization process is believed to cause a backlog of budget absorption in December.
