Head of Jakarta Public Housing and Government’s Building Department, Yonathan Pasodung, said the honorarium of Marunda Flat operational and security officers has been paid for January to March. “
It has been paid for three months. The fourth has not because it is still on process ,” he stated, Friday (4/18).Pasodung ensured that late ratification of the 2014 City Budget (APBD) does not effect to the officers’ honorarium payment, because the January to March honorarium was paid through self-management system. “The January-March salary used self-management system. For April salary, it uses the APBD and will be listed as expenditure,” he explained.

Whereas, Jakarta Governor Joko ‘Jokowi’ Widodo has issued Governor Regulation No. 177/2013 about regional expense precedes the 2014 APBD, which signed by Jokowi on December 30, 2013. The regulation stated that regional expense can be used before ratification, with maximal number as high as the 2013 APBD, and that officers’ salary including honorarium of non-permanent employees (PHL) can be paid first without waiting for the 2014 APBD ratification. This late payment of honorarium does not only happen to flat officers, but also to cleaning service officers.
