Vote Counting in East Jakarta Delayed

East Jakarta General Election Commission (KPU) ensures the recapitulation of 2014 legislative elections (Pileg) vote counting delayed. This delay is triggered by unreported recapitulation result from 4 Urban Village Election Committees (PPK): Jatinegara, Kramat Jati, Makasar and Duren Sawit. As it is supposed to be, the recapitulation should have done on last April 18.

The head of East Jakarta KPU, Nurdin clarified the 4 urban villages that is late to submit the recapitulation result manually in his region. However, 3 of those urban villages have finished their report last night, leaving only Makasar Sub-District that has not finished his report alone.
“We are still waiting the recapitulation from all sub-districts, and then it can be recapitulated in the city level. It impacts to the late recapitulation in the city level since all data should enter in all sub-districts level,” said Nurdin, Tuesday (4/22).
KPU Holds Re-Voting in Unjung MentengThe delay is caused by several factors, including the exhaustion of the officers in urban village and sub-district level, the re-voting process such as in Ujung Menteng and Cakung several days ago.
PPK Makasar is the latest one giving the recapitulation process since the application system was suddenly error and shut down. Also it allegedly was caused by the high number of PPS (Election Committees) and the exchanged ballots in three polling stations in Kebon Pala Urban Village.
According to Nurdin, before entering the city level, all data of vote counting in the urban village and sub-district level should be collected first. If there were a mistake in the counting process, then re-calculation must be done. It took more time.
Concerning about a number of witnesses refusing to sign the recapitulation result, Nurdin added, it is not a problem. Moreover, it is only done by a witness from one political party; it will not affect the recapitulation process since there are 12 political parties in this 2014 election.
Meanwhile relating to the highest political party vote, from temporary counting, PDIP is still in the first place. While for the second, third and so on, Nurdin admitted that he has not really know about it.
Beforehand, Head of East Jakarta Election Supervisor Committee, Iflahah Zuriyaten said that the delay of Makasar Sub-District recapitulation handing has showed East Jakarta KPU and its officials violating the implementation principals of General Election Commission Regulation (PKPU).
According to Iflahah, besides unprofessional management due to crossing its deadline, East Jakarta KPU is also not transparent giving uncertain responses.
East Jakarta KPU also violated Law No. 8 of 2012 section 315 and 316. In PKPU mentioned that the election organizing has been scheduled, and the local KPU should control and give deadline to PPS and PPK to finish the vote counting in each level.
