Regional Secretary Candidate Names Confidential, Gamawan Says

After a year being unoccupied, three names of Jakarta Administration Regional Secretary (Sekda) candidate have been proposed to Ministry of Home Affairs. Nevertheless, those names are confidential.

Those names are confidential because the decree is issued by President

Minister of Home Affairs, Gamawan Fauzi justified, he has received Sekda candidate names. There will further discussion to find out the best candidate.

Without a Definitive Sekda, City Administration Runs Smoothly

Previously, city administration had done its nine top officials selection. There were another six officials took part in stage two selection. Those were Head Dept. of Education Taufik Yudi Mulyanto, Head Dept. of Tourism and Culture Arie Budhiman, Assistant of Public Welfare Mala Oloan Siregar, Head Dept. of Energy and Industry Andi Baso Mappapoleonro, City Council Secretary Mangara Pardede, Head Dept. of Population and Civil Registration, and head dept. of Transportation Udar Pristono.

According to Bill No 32/2004 about local government chapter 122 mentioned that Province Governor nominates three names for its regional secretary and proposed to Ministry of Home Affairs. The bill also has technical guidance, that is Ministry of Home Affairs Regulation (Permendagri) No 5/2005 about candidates of province and regency/city secretary and also echelon II structural official. After that, the ministry will submit the proposal to president.

The files of regional secretary names will be also submitted to general attorney, Kapolri, National Intelligent Agency, and Coordinating Ministry for Political, Legal, and Securities. Those law enforcement agencies will consider the candidate track records and appropriateness. The result will be submitted to final decider, Vice President. The candidate names will be submitted by Jakarta Provincial Government to State Secretariat Ministry through Home Affairs Ministry.

City administration did not have regional secretary for about 12 months because of Fadjar Panjaitan resignation as legislative candidate. Meanwhile, City Regional Secretary Assistant for Development, Wiriyatmoko, was chosen by Jakarta Governor Joko Widodo as acting regional secretary.

A few weeks ago, Joko Widodo promised to propose three names candidates initial S, A, and B. The initial S could be Central Jakarta Mayor Saefullah, A for Head Dept. of Tourism and Culture Arie Budhiman, and B for Regional Secretary Assistant for Welfare Bambang Sugiyono.

To be the regional secretary, a civil servant must have rank from IV-d and IV-c. Before that, the servant should served as echelon II. At this moment, there are 10 people who have rank from IV-d.
