Traffic Diversion, Jalan Otista III Congested

Ciliwung River Waterway Construction Project on Jalan Otista III, Cipinang Cempedak, East Jakarta has made severe congestion. This is also worsened by many riders who do not know the traffic diversion which then leads to chaotic circumstance on that road.

Many vehicles stuck on Jalan Otista III, it triggers the traffic congestion. Eventually, there are already warning signs and officers managing the traffic to direct riders

The congestion also continues until Jalan DI Panjaitan, exactly in Kalimalang intersection because many motorcycles trespass Jalan Otista III even though there are already warning signs and passing restriction.

Not only that, vehicles from Kampung Melayu passing on Jalan Otista Raya, stuck on Jalan Otista III and forced to turn around to look for other alternative roads in that location. Also, vehicles, which belong to residents, are intentionally parked on the roadsides and cause the road becomes more narrow and difficult to be passed.

“Many vehicles stuck on Jalan Otista III, it triggers the traffic congestion. Eventually, there are already warning signs and officers managing the traffic to direct riders,” said Ade (25), resident of RT 05/04, Monday (5/12).

Head of Cipinang Cempedak Urban Village, Ali Mansyur Siregar, said that there has been leaflet given to the residents two times, on Wednesday (5/7) and Friday (5/9). The leaflet tells about parking restriction on the alternative roadsides. Yet, the residents seem to ignore it.

“Their reason is they are confused to park in anywhere else, so they are forced to park on roadsides because there are residents who have garage, but their vehicles are more than one. There are also residents who do not have a garage, so their vehicles park on roadside,” explained Ali Mansyur Siregar.

As a solution to parse the traffic congestion on alternative roads in that location, Siregar will use the closed Jalan Otista III special for local resident parking area.

Head of East Jakarta Transportation Sub-Department, Benhard Hutajulu, said that his party has predicted this congestion in the first until third day of this weekday due to the unknown this traffic diversion by public.

“Our effort is to add more personnel in the location. If there were 10 personnel, we’ll probably add them to be 15 or 20 personnel to manage the traffic flow,” explained Hutajulu.
