Sub-District Public Works Section Heads Investigated by BPK

The Supreme Audit Agency (BPK) is investigating all Jakarta Public Works Department section head officials in sub-district level. It is conducted because of the personal accounts making for the task force honorary employees payment which supposed to be done through non-cash mechanism.

My instruction mentioned about DKI Bank accounts, not personal accounts. That instruction was based on the two existing rules

Jakarta Public Works Department Head, Manggas Rudy Siahaan, admitted about BPK’s investigation.

BPK to Monitor City Budget Usage Through 3 Banks

“We’re waiting for the investigation result,” he stated, Friday (16/5).

According to Siahaan, the fund distribution was conducted because of two rules. Those rules are City Secretary Instruction No. 140/2013 dated December 10, 2013, about Honorarium Payment, Grant, and Social Aid through Non-Cash Mechanism in DKI Bank accounts, and City Secretary Letter No. 1550/-078 dated December 12, 2013, about the Implementation of Non-Cash Payment in DKI Bank above Rp 100 million.

Based on those rules, Siahaan issued the Department Head Instruction No. 365/2013 dated December 19, 2013, about honorarium payment as well as payment to third party through non-cash mechanism in DKI Bank accounts to Department Secretaries, Division Heads, Road Sub-Department Heads, Water Management Sub-Department Heads, Seribu Islands Regency Sub-Department Heads, and Technical Management Unit Head in Public Works Department.

The instruction tells that all of the mentioned officials to do all transactions comes from the City Budget (APBD), either honorarium as well as payment to third party for transaction more than Rp 100 million, to be done through non-cash mechanism in DKI Bank accounts.

Other instruction is that for section heads, UPT and UP heads, Road and Water Management Public Works Sub-Department Heads, and as well as Seribu Islands Public Works Sub-Department Head to do consolidation to honorarium recipients and third party to have DKI Bank accounts.

“From that explanation, I stressed that there is no command and instruction from me, as Public Works Department Head, to sub-district section heads to open personal accounts for implementing the task force as well as repairing potholes and damaged roads,” he asserted.

Meanwhile, Head of Gambir Sub-District Public Works Section, Umi, acknowledged that the fund to repair roads was disbursed through her personal account. That is why, she is now being questioned by BPK.

“It’s all finished. I’m currently being questioned by BPK,” she told.

Unfortunately, Umi refused to disclose the amount of money transferred to her personal account, although she did admit that the budget was coordinated by Jakarta Public Works Department.

“I don’t remember the amount of money transferred,” she claimed.

Umi is also reluctant to detail the use of budget transferred to her personal account. But, she claimed that half of the budget has been used to repair damaged roads in Gambir Sub-District area.

“All works have been done. Just ask to head section of Public Works Department,” she said.
