Lack of PPNS, Central Jakarta Troubled in Disciplining PKL

The implementation of Rp 20 million fine for street vendors in Monas seems hard to be applied by Central Jakarta Administration due to lack of human resources in terms of Civil Servant Investigators (PPNS). Whereas, PPNS is very important to record investigation report (BAP) for violating street vendors.

“We are lacking of PPNS. All this time we only recorded it (violation done by street vendors) as tipiring (misdemeanor). As a matter of fact, our human resources are not enough,” said Central Jakarta Mayor, Saefullah, Tuesday (6/17).
According to Saefullah, common civil servants do not have the authority to conduct investigation. That is why the investigation reports are worked on by the police and prosecutors.

Saefullah stressed that PPNS certificate is very important to be owned by civil servants, so the investiga
tion reports can be accounted in court. Because of that, his party will immediately give education and training for PPNS recruitment.“We will hold education and training in next month. We’ll recruit 300 finest civil servants to get PPNS certificates. Each class will have 100 people, all the best. If can, we’ll prioritize legal scholars,” he uttered.
