It was proved from the survey results on homecoming and returning flow conducted by Jakarta Population and Civil Registration Department together with Jakarta Central Statistics Agency (BPS) and University of Indonesia's School of Economics (FE UI).
"We predict until 10 days after Eid ul Fitr, the number of newcomers would hit 68 thousand in Jakarta. This number is increasing compared to last year which reached 51 thousand," stated Head of Jakarta Population and Civil Registration Department, Purban Hutapea, Thursday (7/31).
Hutapea said based on experience from year by year, Population and Civil Registration Department categorizes newcomers into three groups. First, about 60 percent newcomers will stay in the city. Second, 25 percent newcomers only transit and then stay in some industrial areas near Jakarta. Third, 15 percent newcomers are still doubt, whether they stay or go back to their hometown.
He asserted that city administration allow newcomers to move to Jakarta as long as they obey the applicable rules. "We cannot prohibit them to live in the city. This is the same as Jakarta people go to Bandung, Aceh, and Medan. But there must be rules. They can come, but must obey the rules," he stated
He explains several rules that must be obeyed by newcomers in Jakarta are prohibited to trade on the roadside, to live in forbidden places (like riverbank), to become people with social welfare issues (PMKS) such as beggars, vagrants, and street kids.
"We socialize the rules through population sector and jemput bola (officers to take the initiative to visit newcomers) If it is violated, we will cast sanction," he stressed.
He added temporarily, there will be no the OYK in Jakarta. As replacement, city administration would conduct the Bine Kependudukan Operation (Binduk)
"In Binduk operation, those who do not have Jakarta ID Card will get the minor criminal offenses (tipiring), such as OYK," he uttered.
