LKPP: Auctions in City Government Can Be Accelerated

The Government Procurement Regulatory Body (LKPP) fully supports the process of budget absorption improvement done by Jakarta Provincial Government. With this process, the implementation of planning until development work, which usually takes a long time, could be done faster.

“To accelerate, the auction is better done before the Budget Implementation Checklist (DIPA) is ratified by Jakarta Parliament (DPRD). That is allowed,” stated Head of LKPP, Agus Raharjo, Friday (8/8).

For example, Raharjo continued, the government of the United States has presented to the congress the Procurement General Draft (RUP) for year 2015 on last March. Thus, the preparations for goods and services procurement can be done faster.

Basuki: LKPP Performance is Slow

“If Jakarta could imitate it, goods and services procurement can be smooth. So, if the DIPA has been approved, just proceed. Don’t proceed after the packages were made,” he explained.

Besides goods and services procurement, Raharjo also advised Jakarta Provincial Government to ease the permit of multi-year contract. This is because such policy is in the hands of regional head, not in Financial Ministry.

“Or else, it would be difficult to proceed,” he added.

Meanwhile, Vice Jakarta Governor Basuki T Purnama expressed his appreciation on LKPP’s assistance. Moreover, LKPP will form a special team to accompany Jakarta Provincial Government in handling matters related to budget and its absorption.

“There will be a team to accompany us. Jakarta has huge fund, it certainly has many problems as well. If those problems could be resolved, it would be an example for other regions,” he uttered.
