Low Budget Absorption by West Jakarta Water Management PU Sub-Dept

Rp 433 billion is budgeted by West Jakarta Water Management Public Works Sub-Department for the works this year. However, the total budget that has been absorbed is only 2.53 percent or around Rp 10 billion. Such number is very different compared to last year absorption which reached 45 percent at the same period.

Head of West Jakarta Water Management Public Works Sub-Department Planning Section, Santo, said the minimum budget absorbed this year is caused by the auction process which is done in one-stop services in Jakarta Goods and Services Procurement Services Unit (ULP).

As for the 2.53 percent of budget absorbed, it is from self-management activities in form of connecting channel dredging, lake dredging, and employee payment.
“Since the system now is through one-stop services, every region must wait ULP to finish the auction process. Meanwhile, ULP covers five regions plus Seribu Island regency where there are more than 7,000 activities. So, we had to stand in line,” he uttered.
According to Santo, the budget as much as Rp 433 billion will be used to conduct 200 activities, such as water channel normalization, water channel improvement and re-function, connecting channel dredging, lake dredging, goods procurement planning, pump house construction, culvert box repair, sluice repair, pump repair, and so forth. He is optimistic the remaining budget can be absorbed although the time left is only seven months to go.
“In 2013, with tight deadline and Rp 178 billion left, the budget could be absorbed for as much as 84 percent,” he told.
