Anies Appreciates Councilors' Ratified Five Bylaws

Jakarta Governor Anies Baswedan, attended in a plenary meeting along with Jakarta legislative councilors in the context of submitting a budget agency report, oral ratification request from council member, as well as dossier for ratification signing between the executive and legislative in the City Council building's meeting room, on Thursday (8/22).

He appreciated the council performance to review all the material and substance of the draft bylaw to be ratified into a bylaw.

Those draft bylaws arre about city budget amendment, bylaw amendment No. 5/2016 on formation and composition of council, bylaw amendment No. 3/2013 on waste management, bylaw amendment No. 9/2010 on vehicle ownership transfer fees and revoking bylaw No. 15/2011 on business place licensing based on disturbances law.

Anies Lays Out Programs of Draft Bylaw on Revised City Budget

"Thank you and appreciate for your thoroughness, accuracy and seriousness in observing and examining all the substance of the draft bylaw material that was submitted some time ago. We followed it carefully your seriousness with high accuracy, discussing the five draft bylaws referred to, thus today they can give its ratification to become a bylaw," he expressed, as quoted by Jakarta PPID press release.

He hoped that the executive and legislative can synergize optimally in improving public services, as well as the target of the 2017-2022 RPJMD could be achieved in realizing Jakarta as a representative city, developed city and happy citizens.

"Regarding formation and composition of the council, we hoped that 42 councils proposed in this provision could run duties and functions more effectively, optimally, efficiently and quality," he explained.

He went to say that bylaw amendment No. 3/2013 on waste management will become the legal basis in making a breakthrough and innovation in reducing waste in the city and at Bantar Gebang landfill.

While the city's breakthrough aimed to encourage the birth of a community movement in reducing and handling waste by using the best and eco-friendly technology at the Intermediate Waste Management Facility (FPSA).

"Bylaw amendment No. 9/2010 on vehicle ownership transfer fees, its report can be online, additional NIK requirement as a bridge for online taxpayer data integration and could create administrative sanction for tax offenders," he explained.

He then stressed revocation on bylaw No. 15/2011 on business place licensing based on disturbances law could support the ease of doing business, as well as improve business growth and create a conducive business investment scheme to attract investors to invest capital in Jakarta.

In its practice, implementing disturbances law was as a form of protection for the community from disruption due to a business activity that has been accommodated in the form of other licenses including AMDAL, etc.

"So allow me to underline the relationship and the spirit of partnership between the legislative and the executive. I'm sure the various programs and activities that we carry forward, achieve more optimal results and valuable benefits to all of citizens," he uttered.
