Public Policy Observer from Metropolitan Watch Budgeting Amir Hamzah stated Jakarta has experienced a lot of success and progress for the past two years led by Jakarta Governor Anies Baswedan.
He acknowledged campaign promises have been well stated or accumulated in the 2017-2022 mid-term regional development plan (RPJMD).

From RPJMD, every year, the city working plan (RKPD) is always drafted through the City Budget (APBD).
"Based on the BPK's assessment for two consecutive years on LKPD with an unqualified opinion (WTP), it has actually been an acknowledgment of the governor's success," he explained.
He asserted various pro-people programs in an effort to realize Jakarta's advanced city and happy citizens have been realized such as, education funding assistance through Jakarta Smart Card (Plus), Jakarta Excellent Student Card (KJMU), Jakarta Worker Card, Jakarta Elderly Card, Jakarta Disabled Card and zero down-payment housing.
"Citizens certainly feel the benefits. This shows that in Mr. Anies' era, the non-physical development is also a major concern," he uttered.
While entering the third year of his leadership, there are two strategic issues. They are about the empty of the vice governor's position and the 2020 APBD.
"This must be resolved soon in collaboration with institutions, executive and legislative," he stated.
According to Government Regulation number 58/2005 on Regional Financial Management mandates that the approval of the governor and the DPRD related to APBD must be completed on November 30.
"Only 45 days left, they have to complete the discussion of the 2020 APBD before the deadline," he stressed.
If not, the governor has the authority to issue gubernatorial regulations. But there are sanctions, like they do not get a salary for six months according to the Home Ministry Regulation number 33/2019 on Preparation of 2020 APBD.
In the remaining three-year term of office, he asserted, he must also respond to the planned relocation of the capital.
"There must be a comprehensive discussion. It relates to many things, not only national interests, but also global interests," he stated.
