Anies' Two Years of Leadership: Jakarta Pushes the Value of Equality through Revitalization of the Pedestrian

Jakarta Provincial Government is committed to bring comfort and safety to all pedestrians in Jakarta with the construction and revitalization of pedestrian paths. The development of pedestrian paths makes pedestrians as the main stream, promoting equality for all strata of Jakarta society, ranging from children, pregnant women, the elderly, up to people with disabilities.

This year revitalization of sidewalks is expanded to five administrative city areas in Jakarta

The equality is reflected in the availability of ramps (sloping areas), guiding blocks (yellow paving on the sidewalk), loading installations and actualizing works of art in open spaces that can be enjoyed by every citizen freely.

Revitalization of the sidewalk has been carried out along 134 kilometers from 2017 to 2019. The number is targeted to increase in 2020, where 47 km of sidewalk revitalization has been prepared with an optimal budget of up to 1.1 trillion rupiah.

One of the results of the sidewalk revitalization used as a pilot is the sidewalk on Jalan Sudirman - MH Thamrin that was revitalized in 2017-2018. The pedestrian pathway has been designed to be friendly for people with disabilities, including the pelican crossing between the sidewalks on the west and east sides.

This year revitalization of sidewalks is expanded to five administrative city areas in Jakarta. A total of 51 road locations throughout Jakarta have been improved with a total budget of around 327 billion rupiah. Those are on Jalan KH. Wahid Hasyim and Sudirman-Thamrin (Central Jakarta), Jalan Sisingamangaraja to Jalan Fatmawati (South Jakarta), Velodrome (East Jakarta), Jalan Daan Mogot (West Jakarta), Jalan Yos Sudarso, and Jalan Pluit Selatan Raya (North Jakarta).

At least, there are 10 sidewalk locations that have been and are being revitalized until the end of 2019. Namely, sidewalks on Jalan Dr. Satrio, sidewalks on Jalan Otto Iskandardinata, sidewalks on Jalan Matraman Raya, sidewalks on Jalan Diponegoro, sidewalks on Jalan Kramat Raya and sidewalks on Jalan Otto Iskandardinata, sidewalks on Jalan Matraman Raya, sidewalks on Jalan Diponegoro, sidewalks on Jalan Kramat Raya and Jalan Salemba Raya, sidewalk on Jalan Cikini Raya, sidewalk on Jalan Latumenten, sidewalk on Jalan Danau Sunter Utara, sidewalk on Jalan Yos Sudarso, the sidewalk on Jalan Kemang Raya.

Areas that are also play an important highlight of this year's revitalization are Cikini sidewalk and Kemang sidewalk. On Cikini sidewalk, the 10-kilometer stretch will be widened, from initially only 3 meters to 4.5-6 meters. Namely, 1.5 meters for pedestrians; 1.5 meters for people with disabilities; 1.5 meters for street furniture; 0.5 to 1 meter for amenities (supporting equipment).

Officer for Special Infrastructure Commitment of Regional Strategic Activities of Jakarta's Bina Marga Agency, Riri Asnita, said Cikini area is a corridor of art, creation, culture, and a gathering place for communities in Jakarta. Thus, the arrangement of Cikini sidewalk helps bring Jakarta back into the City of Arts, where public facilities and infrastructure in it supports this.

Meanwhile, Kemang sidewalk revitalization, the sidewalk along approximately 3.3 kilometers was widened from 1.5 - 2 meters to 3 - 4 meters. In order to bring collaboration between the government and the community and business people, Jakarta Provincial Government is working closely with affected hotel and restaurant building owners. The results of this collaboration gave birth to an agreement that revitalizing the sidewalks in Kemang applies the Zoning Management Technique (TPZ).

Collaboration between the government and business actors has made one lane in the area of Jalan Kemang Raya is cut to build public facilities such as sidewalks. With the ease of this collaboration, the revitalization that began in May 2019 is targeted to be completed on time in December 2019.

This sidewalk revitalization is also intended for the integration of public transportation in Jakarta. The integration of the sidewalk with this mode of transportation is also in line with the Governor's Instruction No. 66/2019 to control Jakarta's air quality. Jakarta residents are encouraged to prioritize the activities of walking and using public transportation, both to and from work and when traveling.

Pedestrians, Main stream

One transformation of the idea of sidewalk revitalization in Jakarta is to make pedestrians as the main stream. Jakarta Governor Anies Baswedan, said that feet are a means of transportation that is owned by almost all citizens of Jakarta. "After pedestrians, emissions-free vehicles (bicycles and electric vehicles), followed by public vehicles and private vehicles," Anies said as quoted by the Jakarta PPID press release, Tuesday (10/16).

This paradigm change is reflected in the revitalization of sidewalks that are connected with business, commercial, tourism, and public transportation corridors within the framework of Transit Oriented Development (TOD).

The new face of Jakarta's sidewalks starts from Jalan Sudirman - MH. Thamrin, with a width between 8-12 meters in 2017-2018. This widening of the sidewalk at the same time changes the spatial layout of Jalan Sudirman-Thamrin, that is by removing fast and slow lane boundaries. In addition, the lane is divided into five parts, namely the right side lane dedicated to Transjakarta, three lanes for four-wheeled vehicles, then one more lane for two-wheeled vehicles and regular buses.

By presenting pedestrians as the main idea, making this sidewalk is very comfortable to use. The floors are made of natural stone, with striated or batik ornaments, and most importantly friendly to people with disabilities. In addition, the sidewalk, which was built with an Excessive Building Floor (KLB) compensation fund of 360 billion rupiah, has also met safety standards, namely the existence of a green line between the pedestrian lane and the motorized vehicle lane.

Revitalization of the sidewalks starts from the arrangement of drainage channels, level crossings, bus stops, Public Street Lighting, street furniture, and vegetation. Sidewalk is also integrated with the modes of transportation to provide comfort while encouraging residents to switch from private vehicles to public transportation. Public transportation integrated with sidewalk revitalization are Transjakarta Bus (BRT), Regular Bus, KRL, and MRT

Presents Third Space Interaction

The development of the pedestrian path is not limited to the sidewalk revitalization, but also presents the interaction of the third space (space after home and where to study/work). In November 2018, Jakarta Provincial Government also revitalized three crossing bridges (JPO), namely the JPO of the Senayan Roundabout, JPO of the Polda Metro Jaya, and JPO Gelora Bung Karno. Equipped with security facilities in the form of CCTV cameras and Satpol PP personnel, JPO was built not only as a means of travel but became an experience. Each JPO is built with an artistic design and colorful lights, which are very popular with residents as a photo booth at night. The JPO design is made with a ramp, so users do not need to climb stairs. For pregnant women, the elderly and people with disabilities, lift facilities have been set up on both sides of the JPO. There is also the development of arts and cultural ecosystems in the pedestrian path. Since 2018, pedestrians are spoiled with art and cultural performances in four locations, namely the Taman Dukuh Atas Cultural Spot, Senayan Pintu 1 MRT Station, Dukuh Atas MRT Station, and the Senayan Roundabout Cultural Spot, which can be enjoyed every Friday afternoon starting at 4PM until 8PM.

In 2019, Jakarta Provincial Government presented the Mural Art in tunnel on Jalan Kendal, Central Jakarta. The area that was built using the Transit Oriented Development (TOD) approach, has two types of murals; on the north side is made by students from Paramadina University. While on the south side, there are murals by international artists named Snyder (Berlin) and Darbotz (Jakarta) as a form of celebration of the Jakarta - Berlin Sister City, cooperation between the Jakarta Provincial Government, Jakarta MRT, along with elements from the public, namely the Jakarta Arts Council (DKJ) and iMural.

Even with the presence of artistic expression, cultural and other sports such as the Taman Dukuh Atas Cultural Spot. In this area, the pedestrian path is designed not only to be a greening and absorbing pollution in the middle of the city, but also as a means of education and a cultural center of citizen interaction. Equipped with skate board sports facilities, art and cultural expression spots, urban utility education spots, and viewing platforms to see the progress of the city of Jakarta viewed from the Sudirman area.

With a variety of development, revitalization, to the expansion of pedestrian in Jakarta, it is expected that Jakarta residents can further civilize the activity of walking and using public transportation. Thus, air quality in Jakarta can be more controlled and can be returned clean for future generations.
