Ahok Received Ombudsman Findings Over Illegal Levy Case

The Indonesian Ombudsman submits recommendations on the findings of maladministration in the implementation of business licensing service for Small and Medium Enterprises (UKM) under Jakarta Provincial Government to Jakarta Vice Governor, Basuki 'Ahok' T Purnama. Such investigation results were directly submitted by Chief of Ombudsman, Danang Girindrawardana, at City Hall, Monday (9/29).

Such recommendations, he expressed, are related to the lack of uniformity requirements, clarity rates and completion time submitted by employees in the implementation of business licensing service for UKM in various sectors, such as trade, hotel and restaurant sectors that include (SKDP, SIUP, TDP, and TDUP).

He disclosed, based on such findings, the Ombudsman suspected there is illegal levy practice amounting to Rp 1.2 billion. It happens in the processing of Certificate of Domicile Company (SKDP).
Besides SKDP, other requirements must also be met, such as trading license (SIUP), company registration (TDP), Modern Shop Business License (IUTM), Tourism Business Registry (TDUP) for Melati Hotel/Other accommodations, and TDUP for Restaurant.
"The findings were obtained from investigation on the licensing service for UKM in the sector of trading, hotel, and restaurant in Jakarta since April until September 2014," he told.
Girindrawardana explained that illegal levy is detected in 13 urban villages, 5 sub-districts, 2 one-door integrated Services (PTSP), 5 Tourism
Sub-Departments, 5 Cooperative Sub-Departments, UKM and trading spread in five municipalities.Hence, the Ombudsman asked Jakarta government should endeavor to make changes based on Law No. 25/2009 on Public Service.
