WTP Opinion's Hat trick as a Birthday Gift for Jakarta

Jakarta Provincial Government once again received an unqualified opinion (WTP) opinion on the 2019 financial report. This achievement is the third time or hat trick in a row they won WTP namely from the 2017, 2018 and 2019 budget.

WTP was ceremonially directly given by the Supreme Audit Agency (BPK) Member, Bahrullah in the legislative council (DPRD)'s plenary meeting at the City Council building, Monday (6/22).

"We give it after doing a long examination process on the 2019 financial report, including the implementation of the action plans that have been implemented," he expressed, as quoted by Jakarta PPID's press release.

As for the information, the city's financial report was compiled based on Government Regulation number 71/2010 on Government Accounting Standards consisting of budget realization report, operational report, statement of changes in equity, statement of changes in excess budget, balance sheet of cash flow statement, and notes to financial statements. Whereas the WTP opinion is based on an assessment of the suitability of the presentation of financial statements in accordance with Government Accounting Standards (SAP), regional financial management has been supported by an adequate internal control system, adequate disclosure of financial statements and compliance with laws and regulations.

According to Anies Baswedan, Jakarta Governor, this achievement was the most beautiful gift in the middle of city's 493rd anniversary. The WTP opinion itself was the highest award given by BPK on the process of increasing financial management accountability that has been done by the city government.

"Alhamdulillah, this is one of the best gifts for us, moreover today, June 22 is Jakarta's birthday," he stated.

He appreciated BPK's contribution, which had guided the reporting process so as to produce WTP opinion. And specifically gave appreciation to civil servants.

"Therefore, let us express our gratitude not only to the ASNs, but also to their families who always support them," he explained.

He also revealed a number of tips made by the city government so as to increase accountability in financial reporting and fruitful opinions of WTP. First was improving the quality of financial management information systems and implementing non-cash transactions, thus all APBD fund flows could be traced transparently and accountably.

"The implementation of non-cash transactions has also been used as a pilot application of non-cash transactions in all regional governments nationally," he told.

The city has also made several improvements, including;

1. Improving the integrated budgeting process

2. Improving the accountability of the regional revenue administration system through the non cash revenue system program that is connected online with banks

3. Improving the regional expenditure administration through non-cash transactions and implementation of journals and diaries

4. Improving the administration system of budgeting, administration and school financial accountability through the implementation of non-cash transactions and the application of the budgeting system and the administration system for spending that is integrated with the banking system and the directorate general's tax system

5. Improving the administration of regional assets, by making improvements to the development of the Regional Asset Information System

"By so, we are able to determine the results of the inventory of assets of the Regional Apparatuses/Regional Apparatus Units followed by the completion of the census result assets through the Assembly on the Determination of the Status of Regional Property. We are the only local government that has formed the Assembly to Determine Regional Property Status," he explained.

In addition, the city has also implemented and integrated the Tax Payment and Payment System to the State Treasury with the Directorate General of Tax Information System and the Directorate General of State Treasury Information System to ensure the accuracy and payment accuracy, as well as online and realtime tax reporting, as well as accelerate the implementation of the follow up of BPK LHP, through the determination of the follow up as the SKPD's Key Performance Indicator (KPI).
