Jakarta Extends Transitional PSBB Period for Another 14 Days

We have decided to extend the transitional PSBB once again

Jakarta Provincial Government through Jakarta Governor Anies Baswedan has extended the transitional phase of large-scale social restrictions (PSBB) for 14 days starting November 2 to 22, as Jakarta's COVID-19 infection rate has shown no signs of slowing.

"We have decided to extend the transitional PSBB once again. Nevertheless the current condition is more controlled and towards the safe category. Remember, transmission still haunts us, eventhough it is slow. So please remain disciplined in particular 3M health protocols," said the Governor, Sunday (11/8).

Based on the latest data, the significant decrease from active cases reached 55.5% over the past 14 days, namely 12,481 on October 24 to 8,026 on November 7. The cure rate is also showing an improvement trend with 90.7% on November 7, whereas in the previous two weeks it was at 78.9% on September 26; 82.3% on October 10; and 85.4% on October 24. The mortality rate shows a downward trend compared to the previous two weeks, namely 2.4% on September 26 and 2.2% on October 10.

The number of cumulative reports of positive confirmed cases also shows a trend of slowing up every two weeks. As of November 7, the positive confirmation cases in Jakarta reached 111,201 or an increase of 9.87% compared to the report two weeks earlier 100,220 on October 24. It decreases when seen in the changes in the positive case data for 70,184 on September 26 and 85,617 on October 10 or an increase of 18.03%; and changes in positive case data for 85,617 on October 10 and 100,220 on October 24 or an increase of 14.57%.

"It can be seen that the increase in the accumulation of positive confirmed cases in Jakarta every two weeks shows a downward trend, namely 18.03% on September 26 - October 10, 14.57% on October 10 - 24 and 9.87% on October 24 - November 7. This means that transmission is still present in Jakarta but has slowed down every two weeks during the transitional PSBB. We really appreciate people who are disciplined," he explained.

Aside that, the city also recorded a decrease in the percentage of using daily isolation beds (inpatient rooms) and ICU rooms at 98 referral hospitals in Jakarta. Usability rates for daily isolation bed space were 66% on October 10, 63% on October 17, 59% on October 24, 54% on October 31, and 56% on October 7 respectively. The ICU room usage levels were 67% on October 10, 66% on October 17, 62% on October 24, 59% on October 31 and 60% on November 7 respectively.

"Based on that data, the demand in hospital beds for the patients in Jakarta has reached the ideal limit of 60 percent. That means, the city is ready if there will be a spike in cases and some of these cases must undergo treatment at the hospital. We will continue to increase the number of bed capacities, including intensifying massive testing and tracing activities and will be expanded throughout Jakarta," he explained.

Based on the observations of 3M protocols behavior (wearing masks, maintaining physical distancing and washing hands) by FKM UI, there has been an increase in the percentage of community compliance since early November for all indicators. Currently, the data records the level of community compliance in detail:

- Wearing a mask is in the range of 70%

- Physical distancing within the range of 60%

- Hand washing is in the range of 35%

Previously, it had decreased significantly at the end of last October:

- Wearing a mask is in the range of 75% on October 19, 70% on October 26 and 60% on November 2

- Physical distancing between 70% on October 19, 65% on October 26 and 55% on November 2

- Hand washing is in the range of 40% on October 19, 30% on October 26 and 30% on November 2

The percentage of community compliance for 3M should be at least 80% to be able to control the potential transmission of COVID-19. The city was about to continue to collaborate with Forkopimda officials in efforts to enforce the law on public health protocols in the capital.

The effective reproductive value (Rt), which is an indication of the level of transmission in the community, showed a score of 1.04 on November 7. This figure increased from a score of 1.03 on November 1, 2020. However, the results of the Rt score showed improvement compared to the data in October namely a score of 1.06 on October 12 and 1.05 on October 24.

Based on data analysis from the FKM UI team, the Rt value was then compared with the estimated new cases (onset) and the percentage of people who were at home (reduced mobility). The results show that:

- The percentage of the population at home started to decline since October and is now stable at around 45%

- The estimate of new cases (onset) also showed a significant decrease in October, but increased slightly in early November.

Estimation of new cases (onset) is an epidemiological measure based on the time a positive case first develops symptoms, not the time a positive case is reported positive from laboratory test results.

In addition, the assessment based on the COVID-19 control indicator from FKM UI showed a four-point decrease from the score of 67 on November 1 to 63 on November 8. However, this score showed that the outbreak control in Jakarta was relatively stable compared to the score of 60 on October 16 and a score of 64 on October 24. The city would continue to strive thus various indicators of COVID-19 control continue to improve by enforcing the law and massive 3T activities.
