BPKP Finds Stealth Budget

Jakarta Development Finance Supervision Board (BPKP) finds stealth budget in Jakarta Public Work and Jakarta Health Department. The amount reaches trillion rupiahs. It called stealth because the programs are never discussed by executive and council but appeared in City Budget (APBD).

Follow up is needed to avoid waste budget

Head of BPKP Jakarta, Bonny Anang Dwijanto said, his side finds the stealth budget as much as Rp 3.518 trillion with 252 fake activities in 2014 APBD.

"We have confirmed this budget to the related Provincial Agencies (SKPD). They admitted never proposed the budget into APBD, but suddenly appeared in the budget," said Bonny, during the event of corruption eradication at City Hall, Thursday (11/6).

City Budget Needs to Be Discussed Immediately, City Council

The stealth budget also existed not only in 2014 APBD, but also in the last year APBD. The fake activity number also increased from 2013 APBD. Stealth budget from Public Work Department in 2013 APBD reached Rp 1.226 trillion with 128 fake activities.

Dwijanto asked Jakarta Provincial to investigate the finding to be followed up. "Follow up is needed to avoid waste budget," he added.

Meanwhile in Jakarta Health Department, the stealth budget reached Rp 33.442 billion with 34 activities. Different from Public Work Department, the stealth budget in Health department decreased from the last year. "In 2013 APBD reached Rp 210.801 billion with 58 fake activities," he revealed.

Dwijanto also suggested to apply e budgeting immediately to anticipate the same case in the next year."The determination of the APBD preparation process and APBD changes are very vulnerable to corruption. Hopefully the e-budgeting will solve this matter," he hoped.
