Majority of CPNS will Be Placed in BPTSP

The One-door Integrated Services Board (BPTSP) that just formed by Jakarta Provincial Government this year is still lacking of employees. To overcome the problem, 60 percent of civil servant candidates (CPNS) accepted this year will be placed in BPTSP.

City Secretary, Saefullah, acknowledged that the availability of human resources (SDM) in BPTSP is still limited. At this time, BPTSP only has 571 employees. That amount is far from ideal, which is 3,560 employees needed by BPTSP. On the other hand, Jakarta just got 1,333 CPNS. Thus, some of them will be placed in BPTSP, while the rest will be deployed as teachers and medical workers.

“We are still selecting the CPNS. Maybe some of them would be placed here (BPTSP). I think 60 percent (of the CPNS) would be here,” he said, Tuesday (11/11).

Jakarta BPTSP actually needs 3,560 employees to be placed in urban villages, sub-districts, municipalities, until province level. But, the minimum formation of BPTSP is at least 2,398 employees.

BPTSP also needs 228 permanent technical employees and 160 joint technical employees with work units (SKPD) that are assisted in BPTSP. From that amount, at this time there are only 111 permanent technical employees, while others are not available yet.

Nevertheless, Saefullah asks for the need for human resources in BPTSP to be more efficient, because he assessed the amount requested is too much.

“I ask it to be more efficient. It says that at least there are 2,398 employees, which I think it is too much. Just put one or two men in the urban village,” he stated.

Meanwhile, Head of Jakarta BPTSP, Noor Syamsu, informed that all BPTSP will active in early January next year. Right now, his party is still doing preparations and in transitional period.

“It is scheduled that BPTSP would be launched by Acting Jakarta Governor on December 24 or 31,” he told.

According to Syamsu, there are some legal basis regulate the implementation of BPTSP. Among those are Bylaw No. 12/2013 and Governor Regulation No. 55/2014 on BPTSP Implementation in Five Areas. Especially for Seribu Islands, the legal base for BPTSP implementation is set in Governor Regulation No. 56/2014.

For kinds of PTSP services, they are regulated in Governor Regulation No. 57/2014. In addition, Governor Regulation No. 58/2014 mentions about the rules that set the transitional period, Governor Regulation No. 59/2014 regulates the Ethics Committee, and Governor Regulation No. 104/2014 sets the Department Manuscript Procedures in PTSP.
