Ucok Bangsawan Harahap, a suspect over case of alleged corruption in the use of 2009-2013 City Budget (APBD) who was arrested on February 14, was finally released from Cipinang Prison (Rutan) on Monday (3/17) after he returned all Rp 609 million of alleged corrupted money. Even so, the man, who is currently serving as Head of West Jakarta Transportation Sub-Department, still holds the status as city prisoner.
According to Head of East Jakarta Prosecutor’s Office Special Criminal, Sylvia Desti Rosalyn, although Harahap has returned the money, her party will still continue the legal process. “We named him as city prisoner because the essence on this corruption case handling is to give deterrent effect and to return state’s money,” she stated, Wednesday (3/19).
Rosalyn also said that detention of a person is investigator’s subjective right. But, if during the investigation process done the suspect was cooperative, city prisoner status can be imposed. Moreover, the suspect has filed for it.
Meanwhile, Head of East Jakarta State Attorney Intel Section, Asep Sontani, told that Harahap’s investigation file has been completed. “We will send the file to the Anti-Corruption Court on Thursday (3/20),” he added.
As reported earlier, Harahap is alleged has committed corruption during his tenure as Head of Kramatjati Sub-District, East Jakarta, in the use of 2009-2013 APBD worth Rp 609 million. The modus was he cut 30 percent of every activity or project. In the record, there were 185 items of project corrupted, namely 39 activities in 2009, 49 activities in 2010, 36 activities in 2011, 43 activities in 2012, and 18 activities in 2013. The 30 percent cut was reasoned for financing activities that do not exist in the budget execution document (DPA). Whereas, budget implementation must be for activities exist in DPA, instead of taken from another post.
