Ciliwung-KBT Waterway Construction Project Constrained by Becakayu Highway Piles

Ciliwung River-East Flood Canal (KBT) waterway construction project still faces many problems. Besides land acquisition problem, this project is also behind schedule due to the existence of concrete piles of Bekasi-Cawang-Kampung Melayu (Becakayu) Highway construction project.

PT Wika Project Manager, Ismu Sutopo, said the 25 piles of Becakayu Highway were planted at the east side of Jalan DI Panjaitan, Cipinang Besar Selatan Urban Village, Jatinegara Sub-District, East Jakarta, for 14 meters deep into the ground. Each pile has 45x45 centimeters in diameter and is square shaped. To get the process of drilling and pipe installation not disturbed, all piles must be revoked.
“From 25 piles, we just managed to revoke three piles. We revoked them on Sunday (11/16) because we must get permit first from the Highway Management Board (BPJT). The remaining piles are targeted to be revoked completely in upcoming mid December. After all piles revoked, the drilling can be started. Whether the piles would be replaced or not, it is still being discussed. But, it’s not our authority anymore. It’s the authority of BPJT and Public Works Ministry,” he uttered, Wednesday (11/19).
Ahok Asked Public Works Dept. Repair Damaged PumpBesides the existence of Becakayu piles, Ciliwung-KBT waterway construction project is also constrained by network utilities. On last October 9, Jakarta Public Works Department has sent letters to 21 companies that owned those utilities.
In the letters signed by Head of Jakarta Public Works Department at the time, Manggas Rudy Siahaan, all utility owners were asked to move their utilities. From 21 companies, some that have moved their utilities are water company PDAM Jaya and State Electricity Company (PLN).
According to Sutopo, the drilling process takes time about 14 months, either on outlet network to arriving shaft as well as inlet to arriving shaft. The drilling from outlet to arriving shaft will be started in January 2015 and done round the clock every day. The process will be coincided with the installation of 990 concrete drainage pipes from inlet to outlet. Each pipe has length 2.5 meters, outside diameter 4 meters, and inside diameter 3.5 meters.
As for drilling on inlet, it is still waiting for land acquisition to finish. According to the schedule, East Jakarta Land Procurement Committee (P2T) will inventory the buildings at RW 04 Bidara Cina which affected by Ciliwung-KBT waterway construction project. For information, the budget for stage 1 of this project reaches Rp 497 billion. That amount of money will be used to make inlet channel, outlet channel, and arriving shaft.
