PPID Bimtek, Jakarta Reminds Information Needs Amid Pandemic is Getting More Complex

The Jakarta administration held technical guidance (Bimtek) for the Jakarta Information and Documentation Management Official (PPID) with the theme 'Procedures and Mechanisms for Testing the Consequences of Excluded Information'. It was done online and participated by 418 people.

Jakarta Communication, Informatics and Statistic (Kominfotik) Agency Head, Atika Nur Rahmania, positively welcomed the Bimtek which invited regional, municipal and district administration PPIDs, Regional General Hospital PPIDs (RSUD), and Jakarta Regional-owned Enterprises (BUMD) PPIDs.
"Improving public knowledge related to the implementation of Law number 14/2008 on Public Information Disclosure (UU KIP) is now increasing and encouraging changes in community values in seeking public information. Policies set by central and local public bodies can now be directly assessed and monitored by people who have realized that the right to obtain information is part of human rights," she expressed, Wednesday (7/7).

society needs were getting more complex. It encouraged all public agencies to continuously innovate in the management and service of public information that is better, easier, more convenient, and transparent. To support public information service, the administration had issued the Gubernatorial Regulation number 175/2016 on Public Information Services and appointed her as the main PPID or referred to as the Provincial PPID.Further, assistant PPIDs in each regional apparatus unit had also been appointed to support the Provincial PPID's duties. In its implementation, there are 4 information criteria that must be understood by PPID officers:
1) information that must be provided and announced periodically
2) information that must be announced immediately
3) information that must be available at all times, and
4) excluded information. Along with the increasing need for public information
"Excluded information is one of the most important categories of information to pay attention to. Therefore, to anticipate the increase in public information requests for excluded information, there must be update on the regulations regarding the classification of excluded information. Previously, the administration had set regulations regarding the classification of exempted information through the Kominfotik Agency Head Decree number 36/2019," she explained.
After two years of stipulating the regulation, all levels of regional apparatus are now synergizing again to update regulations related to the classification of excluded information. Thus the regulation reform needed to be done properly, in accordance with the applicable regulatory mechanism, and still accommodate the needs of the public's information request, not to limit the public from obtaining information in accordance with their rights under the law.
According to Gubernatorial Regulation number 175/2016 on Public Information Service, she continued, PPID in regional apparatus has duties, among others, to carry out an inventory of excluded information for further consequence testing, City Secretary Instruction number 64/ of 2021 on Implementation of Inventory and Consequence Test of exempted information has been circulated.
Through this technical guidance, she hoped that all participants present could follow and understand all the explanations from the resource persons and gain knowledge and understanding of the rules, policies and procedures in terms of conducting an inventory and testing the consequences of information excluded in each of their respective work units, for the sake of the creation of better public information services.
