PPKM Level 2 Extended, Governor Anies Reminds Residents to Stay Alert

The Jakarta administration is again extending the level 2 of the public activity restrictions (PPKM). It is stated in the Governor Decree number 47/2022 on PPKM Mikro Level 2 for 7 days from January 18 to 24.

It is to follow up on the Home Minister's Instruction number 03/2022 on PPKM Level 3, 2, and 1 in Java and Bali.

Jakarta Governor, Anies Baswedan urged to all people who have received e-tickets for the third dose of vaccine should immediately vaccinate at the nearest health facility. He also reminded them not to be careless and remain vigilant against the transmission of Covid-19 amid rising cases.

"Let's continue to obey health protocols wherever you are. For those of you who already have a booster vaccine e-ticket, please come to the nearest health facility immediately. Hopefully our efforts can end this pandemic," he expressed, at Jakarta City Hall, as quoted by Jakarta PPID's press release, Wednesday (1/19).

In the Governor's Decree, it is stated that during PPKM Level 2, those who are active in each sector or place must have been vaccinated at least the first dose but the priority is the complete dose, except for people who are still within a grace period of 3 months after confirmed Covid-19 with evidence of laboratory results, and people who are contraindicated for Covid-19 vaccination based on the results of a medical examination with evidence of a doctor's certificate, and children aged less than 12.

For those of you who have been vaccinated, you can attach proof of your vaccinated status on JAKI application, a vaccination certificate issued by PeduliLindungi application, and/or proof of vaccination issued by an authorized institution.

As for the information, the implementation of the Covid-19 health protocol and the enforcement of sanctions in this Governor's Decree is carried out in accordance with the provisions in Gubernatorial Regulation number 3/2021 on Implementing Regulations of Bylaw number 2/2020 on Covid-19 handling.

Below are the types of restrictions applied in the extension of PPKM Level 2:

1. Activities at work/office

- Non-essential sectors:

50% Work From Office (WFO), every employee must show a digital vaccination record via the government's mobile app PeduliLindungi at the entrance and exit of the workplace.

- Essential sectors

a. Finance and banking only include insurance, banks, pawnshops, pension funds, and financial institutions that are oriented to physical services with customers:

- Can operate with a maximum capacity of 75% staff for locations related to public services, and 75% for office administration services to support operations and with stricter health protocols;

b. Capital market (which is oriented towards customer service and good capital market operations);

c. Information and communication technology includes cellular operators, data centers, internet, postal services, media related to the dissemination of information to the public;

d. Hospitality non-quarantine handling;

- Can operate at capacity with stricter implementation of health protocols with the following conditions;

a. Must use the PeduliLindungi application to screen all employees and visitors and only the green category in the PeduliLindungi application may enter unless they cannot be vaccinated for health reasons;

b. Maximum capacity of 50%;

c. Fitness/gym facilities, meeting rooms/meeting rooms/meeting rooms, and large-capacity meeting rooms/ballrooms are allowed to reopen using the PeduliLindungi application and a maximum capacity of 50%, as well as providing food and drinks at the meeting room/meeting room facilities /meeting rooms, and meeting rooms with large capacity/ballrooms are served in boxes and no buffet dishes; and

d. Children under 12 years must show negative Antigen (D-1)/PCR (D-2) results.

e. Export-oriented and supporting industries where the company must show proof of sample documents for Export Declaration of Goods (PEB) for the last 12 months or other documents showing export plans and are required to have an Operational Permit and Mobility of Industrial Activities (IOMKI) with due regard to technical arrangements from the Ministry of Industry:

- Can operate with stricter health protocols with the following conditions:

a. Work shifting with a maximum capacity of 75% staff only in production facilities/factories

b. 50% for office administration services to support operations

c. Using PeduliLindungi application at the entrance and exit of the workplace

d. No eating together between employees

-  Essential sectors in the government: Following the technical provisions issued by

Ministry of Administrative Reform and Bureaucratic Reform:

Critical sectors:

a. health;

b. security and order;

c. disaster management;

d. energy;

e. logistics, transportation, and distribution, especially for the basic needs of the community;

f. food and drink and their supporting equipment, including for livestock/pets;

g. fertilizers and petrochemicals;

h. cement and building materials;

i. national vital object,

j. national strategic projects;

k. construction (public infrastructure); and

l. basic utilities (electricity, water, and waste management):

- Can operate under stricter health protocols, with the following conditions:

1. For letters (a) and (b) 100% can operate without exception

2. For letters (c) to (l) can operate 100%, only in production/construction facilities/services

to the community and for office services to support operations, a maximum of 100% staff

3. Companies that are included in the sector in letter (d), (e), (f), (g), (h), (k), (l) are required to use the PeduliLindungi application starting September 7, 2021 to screen for all employees and visitors who enter production/construction/service facilities and office administration areas; and

4. Companies that are included in the sector category according to letter (c) are required to obtain a recommendation from the technical ministry of sector guidance before they can gain access to use PeduliLindungi application

2. Teaching and Learning Activities

- Education Units: Implementation of learning in education units can be done through limited face-to-face learning and/or distance learning based on the Joint Decree of the Minister of Education and Culture, Minister of Religion, Minister of Health and Minister of Home number 05/KB/2021, number 1347/2021, number HK.01.08/MENKES/6678/2021, number 443-5847/2021 on guidelines for the implementation of learning during Covid-19 pandemic;

3. Activities in Daily Needs Sector

a. Supermarkets, hypermarkets, traditional markets, people's markets, and grocery stores that sell daily necessities:

- Can operate until 9 PM with 75% visitor capacity and with stricter implementation of health protocols, especially for the main market can operate according to operating hours; and

- Supermarkets and hypermarkets, employees and visitors are required to use PeduliLindungi application and only those with the green category in the PeduliLindungi application may enter unless they cannot be vaccinated for health reasons

b. Pharmacies and drug stores: Can be open 24 hours under stricter health protocols

c. Folk markets that sell non-daily necessities: Can operate until 6 PM with a maximum capacity of 75%, under stricter health protocols

d. Street vendors, grocery stores, voucher agents/outlets, barbershops/barbershops, laundry, hawkers, small workshops, vehicle washes and others like: Allowed to open under stricter health protocols

4. Eating/Drinking Activities in Public Places

a. Food stalls/warteg, street vendors, hawker stalls, etc: Allowed to open and operating hours until 9 PM with a maximum of 50% of visitors, under stricter health protocols

b. Restaurants, cafes located in closed buildings/shops in separate locations:

- Can accept dine-in with operating hours until 6 PM to 12 AM, under stricter health protocols

- Maximum capacity 50%

- It is required to use PeduliLindungi application to screen all employees and visitors

c. Restaurants, cafes with service areas in open spaces:

- Operating hours until 6 PM to 12 AM, under stricter health protocols

- Maximum capacity 75%

- Use PeduliLindungi application to screen all employees and visitors

d. Activities at Shopping Centers/Malls/Trade Centers

a. Maximum capacity is 50% and operating hours are up to 9 PM with due observance of the provisions in number (3) letter (a) and number (4) letter (b) and carried out with more stringent health protocols

b. Children below 12 are allowed to enter and must be accompanied by a parent

c. Children's playgrounds and entertainment venues in shopping centers/malls/trade centers are opened on condition that parents must record their address and telephone number for tracing purposes; and

d. Use PeduliLindungi application to screen all visitors and employees. And only those with the green category in the PeduliLindungi application may enter unless they cannot be vaccinated for health reasons

6. Cinemas can operate under the following conditions:

a. Use PeduliLindungi application to screen all employees and visitors

b. Maximum capacity of 70% and only visitors with Green and Yellow categories in PeduliLindungi may enter

c. Children below 12 are allowed to enter and must be accompanied by a parent

d. Restaurants, cafes in shopping centers/malls/trade centers can accept dine-in with a maximum capacity of 50% and a maximum meal time of 60 minutes

e. Following health protocols made by Ministry of Tourism and Creative Economy and the Ministry of Health

7. Construction Activities

- Construction sites for public infrastructure (construction sites and project sites):

Operating 100% with operating hours, capacity settings, under stricter health protocols

8. Worship Activities

- Places of worship (mosques, prayer rooms, churches, temples, and pagodas and other places that function as places of worship): Can hold congregational worship/religious activities during PPKM Level 2 with a maximum of 75% capacity by implementing stricter health protocols and paying attention to technical arrangements from the Ministry of Religion

9. Activities at Health Service Facilities

- Health care facilities: Operating 100%, under stricter health protocols

10. Activities in Public Areas and Other Places that trigger Crowds

- Public areas, public parks, public tourist attractions and other public areas: allowed to open under stricter health protocols with the following conditions:

a. Maximum capacity 25%

b. Obey health protocols made by Ministry of Health and/or related Ministries/Institutions;'

c. Use PeduliLindungi application to screen all visitors and employees. And only those with the green category in the PeduliLindungi application may enter unless they cannot be vaccinated for health reasons

d. Children below 12 are allowed to enter tourist attractions that have used PeduliLindungi application and must be accompanied by a parent

e. Odd-even plate policy along the road to and from tourist sites starting Friday at 12 PM until Sunday at 6 PM

f. Preventing and handling of Covid-19 at Christmas and New Year, specifically on December 24 to January 2, the implementation of worship and commemoration of the Christmas Day is guided by the technical provisions of the Ministry of Religion, with the following conditions:

- Odd-even plate policy to organize visits to priority tourist spots

- Make sure no crowds that cause crowds

- Prohibit celebratory parties with crowds in open/closed areas

- Reduce use of loudspeakers that cause people to congregate massively

- Limit community activities, including cultural arts that cause crowds that have the potential to transmit Covid-19

- Activities at public park sites will be suspended from December 31 to January 1

- Wedding Reception Venue: Can be held with a maximum of 75% the room capacity and not having meals at the venue by implementing stricter health protocols

- Locations of arts, culture, sports facilities and social activities that can cause crowds and crowds: Allowed to open with stricter implementation of health protocols, with the following conditions:

a. 50% maximum capacity

b. Use PeduliLindungi application to screen all visitors and employees and only those with the green category in the PeduliLindungi application may enter unless they cannot be vaccinated for health reasons

- Fitness center/gym: Allowed to open with stricter implementation of health protocols, with the following conditions:

a. Maximum capacity 50%

b. Use PeduliLindungi application to screen all visitors and employees and only those with the green category in the PeduliLindungi application may enter unless they cannot be vaccinated for health reasons

11. Activities on Mode of Transportation

- Public Vehicles, Mass Transportation, Taxis (Conventional and Online) and Rental Vehicles: Maximum 100% passengers of capacity, under stricter health protocols

- Ojek (Online and Pool): Under stricter health protocols
