Jakarta to Apply Parking Disincentive for Vehicles Failing Emissions

The Jakarta administration and private parking providers have confirmed to make cooperation toward implementing parking disincentives with the highest parking fees in 1,328 locations of the capital.

This policy will be charged to parking users whose vehicles have yet to pass the emission test.

Jakarta Environment Agency (LH) Head Asep Kuswanto said that it was part of a tightening of emission test requirements for all private vehicles following the Governor's Instruction number 66/2019 on Air Quality Control.

Based on a study by the LH Agency and Vital Strategies, 67 percent of air pollution from PM2.5 pollutants in the capital was contributed by the transportation sector.

"Our intervention in tightening emission tests is quite strategic in improving Jakarta's air quality," he expressed, Wednesday (7/27).

He detailed that 73.34 percent out of the total 2,125 parking locations in Jakarta are parking objects managed by private parties. Therefore, it would be significant to encourage people to conduct emission testing.

"Emissions released by vehicles will decrease as more vehicles carry out and pass emission tests, thereby improving air quality in Jakarta," he stated.

Based on Article 17 of the Gubernatorial Regulation number 66/2020 on Motor Vehicle Exhaust Emission Tests, every vehicle owner who does not carry out the emission test will be subject to a disincentive in the form of the highest parking payment.

The Jakarta administration has various policies to encourage people to test their vehicles. Besides applying the highest parking fee disincentive, fines for Motor Vehicle Tax (PKB) can also be imposed on car and motorcycle owners who have not tested emissions or have not passed the emission test quality standards.

He added that his agency, Transportation Agency (Dishub)'s Parking UPT, Regional Revenue Agency (Bapenda), and Communications, Informatics, and Statistics Agency (Diskominfotik) had coordinated to implement this policy on Tuesday (7/26).

At that time, the Dishub revealed that a revision to Gubernatorial Regulation number 120/2012 was being drafted on Parking Fees for the Implementation of Off-Road Public Parking Facilities.

“It will regulate the highest parking fees and be applied by private parking managers. As soon as the regulation takes effect, we'll immediately implement this policy," he stated.
