Monitoring Water Body Waste Filter at Jakarta Border, Governor Anies: This is First Breakthrough in Indonesia

The Jakarta administration is trying to tackle the problem of waste and flooding simultaneously through the Jakarta Environment (LH) Agency. That is by presenting a water body waste filter system at the Jakarta border.

Jakarta Governor Anies Baswedan took his time to visit and monitor the construction work of a water body waste filter and treatment system through river engineering at Ciliwung River in the TB Simatupang segment, South Jakarta, also known as a water body waste filter system at the Jakarta border. He is also enthusiastic about the continuation of the program, as it is deemed to be the first breakthrough in Indonesia.

As for the information, the development of this system has gone through a thorough study. The planning concept has also been discussed with ITB (Bandung Institute of Technology) and agreed upon with BBWSCC (Ciliwung-Cisadane Flood Control Office).
At the same time, he was also sharing his experience when he started working in Jakarta, precisely in early 2018 where he focused on increasing the volume of water at the Manggarai Sluice Gate, resulting in an enormous pile of garbage. It raises questions about the origin of the arrival of the garbage, as well as the idea of how to filter waste at the Jakarta border.
"Then it was discussed, discussed, and it was decided to build a garbage filter on the spot before entering denser settlements, denser areas. The budget has been prepared for 2020 worth Rp 195 billion. Hope it will be able to control the garbage from entering the city," he explained.
He hoped that the project could be completed before the end of 2022 and at the same time when the rainy season comes, the water that enters Jakarta, the Ciliwung river area, is no longer waste conveying water, but the water that has been filtered.
"This is our hope, thanks to all who have worked to prepare it. This is a plan that we have been working on since 2018-2019 and can finally be implemented. Hopefully, it can be good for Jakartans," he concluded.
No less pending is that this garbage filter is also useful for keeping flood control pumps operated by the Jakarta Water Resources (SDA) Agency from experiencing weir effects that can cause floodings, such as the Pluit Reservoir Pump, Ancol Pump, and Gambir Pump.
This project is motivated by the emphasis on the volume of waste that is concentrated only at one handling point (Manggarai Sluice Gate, Ciliwung River, Kampung Melayu Bridge), thus handling is needed at other points to minimize the effects of weirs that contribute to flood disasters, especially during the rainy season and garbage from Ciliwung River.
Aside that, the limited space at the Manggarai Sluice gate makes it difficult to add heavy equipment to accelerate the handling of waste at Ciliwung River, so it is necessary to transfer the waste handling function at the sluice to the Jakarta border in a bid to ease the workload of handling waste at the sluice.
Then the very diverse characteristics of waste and demands for speed in handling waste also make waste processing less effective, thus waste is disposed of without being sorted first and is immediately disposed of in the final landfill. It can shorten the useful life of the Bantargebang Landfill, which is projected to be nearing its end.
Jakarta Environment Agency Head, Asep Kuswanto explained the working system of this water body's garbage filter. First, the floating pontoon that is applied at the filter location serves to direct the garbage to the river segment, thus it is capable of avoiding the weir effect due to the garbage being stuck in the water. Then filtering is carried out in layers, thus waste collection activities from the Ciliwung River can be carried out in stages, starting from a coarse filter to a finer filter.
The following process for filtering waste is divided into 2 stages of filtering and 2 stages of enumeration of organic waste:
- Filter Stage 1
Serves to catch garbage over 50 cm in size, lift it from a body of water, and place it on a conveyor to be crushed into a size of approximately 5 cm - 20 cm
- Filter Stage 2
Serves to catch garbage size above 20 - 50 cm, lift it from a body of water, place it on a conveyor and then take it to a crusher or Secondary Crusher to be crushed into sizes of approximately 3 cm – 5 cm
- Counter Stage 1
Serves to chop large waste (wood, bamboo, mattresses, former buildings, agriculture, etc.) into 10 - 20 cm in size
- Automatic Garbage Separator
Serves to separate fine waste and coarse waste before the waste is put into the Stage 2 Enumerator
- Counter Stage 2
Serves to chop large waste (wood, bamboo, mattresses, former buildings, agriculture, etc.) into 3 - 5 cm in size
“This TB Simatupang garbage filter is estimated to accommodate around 40 m3/day of waste. The construction is targeted for completion in December 2022 and can start operating in January 2023," he expressed.
Based on scientific studies and discussions, the construction of this filter will not cause significant disturbances to the Amdal, the mobilization of heavy equipment, or the flow pattern in the event of a flood. It is done without reducing the wet cross-section of the Ciliwung River, thus the river capacity will not be reduced by this activity.
Besides being used to build a waste filter system, which is the first water body waste filter system in Indonesia, it is also used to create a new river flow in the form of the Gedong River on one side of the river. It is intended that it does not hinder or disrupt the flow of the main river water during the waste collection process using a garbage filter system.
It is the result of a technical recommendation from the BBWSCC, as the agency authorized to provide rekomtek on the construction or works carried out along the Ciliwung and Cisadane rivers.
Additionally, it is also used for optimizing land use around the construction site in order to prevent flooding that may enter residential areas. It is also used to create a location for the mobilization of the waste transport fleet in order to reduce the accumulation of the fleet on the main road.
Collaboration with PP Precision
The work on the construction of this waste filter is in collaboration with PT PP Presisi Tbk. PT PP Presisi Tbk Operation Director, Darwis Hamzah said the project for the construction of a water body waste filter and treatment system through river engineering at the Ciliwung River in the TB Simatupang segment is expected to be a pilot project in managing water body waste filters that can be applied to all river water bodies in Jakarta and Indonesia. The technology or method used is the latest technology owned by the Jakarta administration with a garbage filter that cannot only pick up waste that is in water bodies, but the waste that has been taken will also go through a processing process first.
