Heru Supports Acceleration of Wastewater Pipeline Networks Construction

Jakarta Acting Governor, Heru Budi Hartono supports the accelerated construction of the Jakarta Sewerage Development Project (JSDP) wastewater pipeline network zone 1: Package 5 (Area 2-1) and Package 6 (Area 2-2).

Surely, the sooner the better

JSDP is the construction of a pipeline network for a centralized and integrated urban-scale domestic waste management system in Jakarta.

“We all hope that service providers can carry out their work by the quality standards and time specified. Surely, the sooner the better," he expressed, when he witnessed the signing of JSDP Zone 1: Package 5 (Area 2-1) and Package 6 (Area 2-2), at Jakarta City Hall, Wednesday (4/12).

The contract signing was carried out between the Commitment Making Officer (PPK) and Construction Service Providers Nindya - Modern KSO and Adhi - Hutama KSO.

He explained JSDP aims to increase access to wastewater services, prevent diseases caused by the poor quality of surface water and groundwater, and improve the quality of the urban environment, especially the quality of surface and groundwater. In addition, the creation of proper and safe sanitation for the community also supports the stunting reduction program.

"The JSDP Zone 1 activity is a joint synergy between the Jakarta Government and the PUPR Ministry. Hence, we always work together, support each other, and coordinate intensely in order to achieve the overall harmony of the JSDP Zone 1 development package," he explained.

Jakarta Water Resources (SDA) Agency Head, Yusmada Faizal expressed JSDP is divided into 15 Zones. One of the priority zones to be built is Zone 1 which consists of six packages including the construction of a Waste Water Treatment Plant (IPAL) and a pipeline network.

Packages 1, 2, 3, and 4 were built with State Budget (APBN) funding sources through loans from the Japan International Cooperation Agency (JICA), while Packages 5 and 6 were developed with City Budget (APBD) funding sources. Packages 5 and 6 serve five sub-districts in West Jakarta and one sub-district in North Jakarta.

"Based on the master plan for Jakarta in 2012, 15 wastewater treatment zones must serve it. Zone 0 is already in Setiabudi which has been operated by Perumda Paljaya. We are now building Zone 1. From the 14 zones, we will start building Zone 1 and continue later. Hopefully, all of Jakarta areas have a total wastewater treatment system built," he explained.

He went on to say that the development of Zone 1: Package 5 (Area 2-1) and Package 6 (Area 2-2) will take place for four years. The coverage area for Zone 1 is around 9.53 percent.

"Currently, only 20 percent are served. With this means 29 percent, this is the centralized scale. But local scales such as SPALD and septic tanks are continuing," he continued.

He added the total budget for these two packages is Rp 1.4 trillion, with details of package 5 contract value of Rp 787 billion and package 6 of around Rp 620 billion. So it is around Rp 1.4 trillion.

“These two packages will be executed over the next four years. The number of people served in Zone 1 is almost 1 million people," he closed.
