Commission A Appreciates Jakarta Prioritizes Structuring Population Administration Program

Jakarta City Council Commission A Chairman, Inggard Joshua, appreciated the Jakarta Government's decision not to conduct law enforcement operations and instead prioritize the population administration program (Adminduk) in managing the population growth rate after the Idulfitri holiday.

It means the management of Adminduk program is relevant

According to him, this step was deemed appropriate. Hence, in the future, the population database would be a vital tool in determining programs and public policies.

"The development and programs in Jakarta will directly or indirectly always impact and be felt by other provinces and cities in Indonesia," he expressed, Tuesday (3/25).

He explained Jakarta would become a city of choice for immigrants with various interests. He also reminded that if the population data is not accurate, the disparity will increase and other social problems will also be difficult to resolve.

Demographic Institute Head for Faculty of Economics and Business at the University of Indonesia (UI), I Dewa Gede Karma Wisana, said that despite the number of people migrating out of Jakarta was higher than those migrating in, there was a tendency for those with lower education (junior high school and below) to migrate into Jakarta.

"Those who migrate to Jakarta hope for social assistance facilities from the Jakarta Regional Government. Such conditions won't be good for the increasing posture of Jakarta's city budget (APBD)," he explained.

He continued that there needs to be regulations filtering migration into Jakarta, at least for residents with high school education and who have a Jakarta ID card and have lived there for 10 years to receive social assistance benefits.

"Jakarta remains a migration destination for residents from all over Indonesia to this day," he continued.

He assessed that the Adminduk restructuring program implemented was good. Hence, the Jakarta Government must be consistent in executing the program, especially regarding the fulfillment of identity documentation for all residents, including vulnerable groups, to ensure they have protection guarantees and access to civil registration documents.

"The regulation states that every resident is required to have a population identity and it must match the data and their place of residence," he explained.

He added the issues in Jakarta will not be resolved if population management is not handled properly, which will disadvantage many parties.

Previously, Jakarta Population and Civil Registration Agency (Dukcapil) Head, Budi Awaluddin, emphasized that the population administration arrangement program, which was socialized in 2023 and implemented in 2024, has had an extraordinary impact in the history of population management.

The return flow of last year's homecoming experienced a decrease of 37.47 percent. Data from the population shows a trend of residents leaving Jakarta in 2024 amounting to 395,298 people, representing a spike in the number of people moving out of Jakarta.

"It means the management of Adminduk program is relevant and successful to be implemented in Jakarta," he closed.
