The Jakarta City Council Commission A, together with its executive partners, held a coordination meeting to discuss the Presidential Instruction Number 1/2025 on Budget Spending Efficiency in the 2025 State Budget (APBN) and City Budget (APBD).
Indeed, the finances at the central level are quite tight
The meeting, chaired directly by the Jakarta City Council Commission A Chairman, Inggard Joshua, was attended by City Secretary's Government Assistant, Sigit Wijatmoko, as well as representatives from the Regional Financial Management Agency (BPKD) and other Regional Apparatus Organizations (OPD)
According to him, budget efficiency must not interfere with the City Council's important activities, such as oversight of bylaw, recesses, and work visits, as they pertain to public services.
Commission A Legislator Inad Luciawati Encourages More Optimal Public Services"We talk to the community regarding the issue of monitoring regional regulations, thus it does not diminish. Of course, the recess is also important as it provides us with materials for compiling the regional budget," he expressed, at City Council, Wednesday (2/5).
He explained this Presidential Instruction would impact the profit-sharing funds received by the regional government. Nevertheless, the City Council still appreciates the issuance of Presidential Instruction Number 1/2025.
"Indeed, the finances at the central level are quite tight," he explained.
City Secretary's Government Assistant, Sigit Wijatmoko explained the Jakarta Government had followed up on the presidential instruction by issuing Governor's Instruction Number 2/2025 on Efficiency and Adjustment of Expenditures for the 2025 Fiscal Year.
This instruction contains directions for all regional devices to implement efficiency in several budget items, such as business trips, ceremonial activities, studies, comparative studies, printing, publications, seminars, as well as food and beverage expenses.
"Presidential Instruction Number 1/2025 serves as guidance for all, including ministries, agencies, and regions, to implement efficiency or savings in several budget items," he added.
According to him, the preparation of APBD is different from other regions. Jakarta does not receive general allocation funds from the central government, but rather transfer funds from revenue sharing to the region.
The implementation of Governor Instruction Number 2/2025 is currently entrusted to each regional apparatus to be selective in budget efficiency.
"We also hope that if revenue performance can't meet the targets, we already have a prioritized spending scenario outlined in the regional budget, that is essentially the meaning of it," he stated.
