Pramono Delivers Direction of Jakarta Development at Plenary Meeting

Jakarta Governor, Pramono Anung attended the plenary meeting of the Jakarta City Council for conveying the Governor's response to the general views of the factions regarding three Regional Regulations Drafts (Raperda), at Jakarta City Building, Tuesday (5/27).

The regional regulations drafts are the 2025-2029 Regional Medium-Term Development Plan (RPJMD), the Regional Regulation Draft regarding Smoking-Free Areas, and the Regional Regulation Draft regarding the Implementation of Education.

Regarding the regional regulation draft on the 2025-2029 RPJMD, the Executives appreciates the attention of a number of factions about the need to strengthen fiscal capacity. Among them is through increasing Regional Income which in the next five-year period will be implemented through optimizing Regional Taxes, Regional Retributions, asset utilization, and Separated Regional Management Results sourced from BUMD.

"We also agree that increasing revenue needs to be accompanied by efficiency and effectiveness of productive spending and the development of alternative funding schemes (creative financing), including the Jakarta Collaboration Fund development," said Pramono.

Related with the education policies, Pramono added Jakarta Provincial Government is committed in improving PAUD services quality and KJP and KJMU distribution, revitalizing vocational education through partnerships between SMK and the business world and industry, and increasing the education inclusiveness by improving supporting facilities, adaptive curriculum, establishing of Disability Service Units, and learning in Special Schools.

Pramono also explained about water resource management. The government is managing efficient water distribution, adding pipe networks, building communal reservoirs, handing over Healthy Water Cards, and gradually reducing non-revenue water in order to increase the drinking water services coverage.

As the preparation of flood mitigation, Jakarta Provincial Government is constructing reservoirs, lakes, ponds, polder systems including pumps, retention ponds, river normalization, drainage system arrangement, sediment dredging, construction of coastal embankments, and nature-based solution approaches such as the integration of green-blue open spaces.

As for the transportation sector, Jakarta Provincial Government is committed to overcome traffic congestion and mobility challenges. One of them is issuing Governor's Instruction Number 6/2025 and expanding the scope of MRT, LRT, BRT, Mikrotrans and TransJabodetabek services.

Moreover, Jakarta Provincial Government is also implementing an economic strengthening strategy for the poor and vulnerable as well as social protection to achieve the poverty rate target of 1.82 percent to 2.91 percent at the end of the RPJMD period.

Regarding the Regional Regulation Draft on Smoking-Free Areas, Pramono stated that this draft has been vertically aligned with the 1945 Constitution, Law Number 17/2023 about Health, Law Number 23/2014 about Regional Government, Government Regulation Number 28/2024 about Health, Joint Regulation of the Minister of Health and Minister of Home Affairs Number 188/Menkes/PB/I/2011 and Number 7/2011 about Guidelines for the Implementation of Smoking-Free Areas.

The executive agrees and considers that the tobacco industry and production as an export commodity remain continue. However, control of cigarette consumption in public spaces and certain facilities needs to be regulated.

This policy is a public health protection strategy with a proportional and equitable approach.

Pramono continued that this regulation draft provides space for smoking in specially designated places outside the Smoking-Free Area. Executive also agreed that Karaoke places, nightclubs, live music cafes are included in the Smoking-Free Area Regulation Draft.

According to Pramono, several global cities such as Tokyo, Seoul, and San Jose have implemented smoking bans in entertainment venues such as bars and discotheques. Fines are also imposed for smoking bans within a distance of less than 10 meters from other people.

The Executive also agreed to include efforts in protecting residents health from the dangers of smoking and exposure to cigarette smoke, especially for the age group under 21 years and pregnant women, into the Regional Regulation Draft.

Related with the regional regulation draft on the implementation of education, the Executive agrees on the importance of research in educational institutions to help identify problems, improve the quality of learning, support innovation, and develop better professionalism and learning practices for teachers and education personnel.

"Our commitment is implementing educational cooperation with the business world, industry, between educational units, government institutions, non-government institutions, and universities, both domestically and abroad," he continued.

Pramono added the government has collaborated with a number of private schools through the Joint PPDB/SPMB program since 2021 to pursue access and equality of education services.

Moreover, Jakarta Provincial Government also distributes social assistance for education costs through the KJP Plus and KJMU programs to students from underprivileged families. The government also collaborated with Jakarta Baznas Bazis assistance program from diploma amnesty for underprivileged private school students.

Then the Executive has taken various steps to improve the quality and readiness of teachers in facing future challenges to improve education quality and teachers role. It is implemented through improving competence, training programs that focus on mastering technology, pedagogy, and innovation in learning.

Furthermore, Pramono hopes that the three regional regulations draft could be approved and stipulated as Regional Regulations (Perda) according to the schedule that had been determined through the Deliberative Body (Bamus).
