20 Priority Draft Bylaws Included in 2026 Propemperda

Jakarta Council (DPRD) Regional Regulation Formation Board (Bapemperda) has set 20 draft bylaws (Raperda) as priorities in the 2026 Regional Regulation Formation Program (Propemperda).

Jakarta Bapemperda Chairperson Abdul Aziz stated that the decision was made following presentations from the executive and proposing regional government units during a finalization meeting.
"We held a Bapemperda meeting after hearing the explanations on the urgency and impact of each proposal on the public. All inputs from the proposers have been taken into consideration," he noted, on Wednesday (9/10).

Bapemperda also added two draft bylaws from the non-priority list on Management and Control of Population Administration and Civil Registration, and another on Manpower.
According to him, the inclusion of Manpower draft bylaw reflects Jakarta DPRD's commitment to creating labor-friendly policies and improving industrial relations in Jakarta.
"We selected two from the non-priority list, especially the one on manpower, as it is urgently needed. Hopefully, this regulation will have a direct positive impact on the public, particularly on workers," he explained.
Aziz outlined a number of criteria used to determined priority status, namely draft bylaws that have long been awaiting discussion, regulations with direct impact on the public, and existing bylaws requiring only minor revisions.
"We prioritize regulations that directly concern the interest of the public," he asserted.
With the finalization of 2026 Propemperda, Jakarta DPRD aims to ensure that regulatory discussions are more focused, comprehensive, and deliver tangible benefits for Jakarta residents.
The 20 prioritized draft bylaws included in the 2026 Propemperda as follows:

2. Draft Bylaw on the Accountability of the 2025 Regional Budget Implementation
3. Draft Bylaw on the 2027 Regional Budget (APBD)
4. Draft Amendment to Regional Regulation No. 1/2024 on Regional Taxes and Levies
5. Draft Bylaw on Management of Regional-Owned Assets
6. Draft Bylaw on the Provision of Legal Aid
7. Draft Bylaw on the Implementation of the Drinking Water Supply System
8. Draft Bylaw on the Jakarta Provincial Industrial Development Plan (RPIP) for 2026-2046
9. Draft Bylaw on Facilitating the Prevention and Eradication of Narcotics Abuse and Illicit Trafficking and Narcotics Precursors
