Rano Confident His Ranks Can Fulfill BPK Recommendations

Jakarta Vice Governor Rano Karno expressed confidence that his subordinates would be able to promptly and effectively follow up on the recommendations from the Supreme Audit Agency (BPK), in accordance with the principles of good governance. 

"...especially in completing recommendations that remain unsolved,"

He called on the heads of regional apparatus organizations (OPDs) and regional-owned enterprises (BUMDs) to remain committed to completing all audit follow-ups (TLRHP) responsibly and within 60 days, as required by current regulations.

"I appreciate the BPK Jakarta Representative Office for the ongoing synergy and collaboration in realizing clean, transparent, and accountable governance," he conveyed while opening the second semester TLRHP meeting of 2025 at Balai Agung, Jakarta City Hall, on Tuesday (12/16).

Rano explained that in the first semester of 2025, the Jakarta Provincial Government has compelted 10,592 recommendations or around 88.69% of the total TLRHP issued by BPK.

Following verification and review, 349 recommendations are proposed for status updates, with 187 proposed as compliant, 149 still in progress, and 13 deemed unimplementable due to valid reasons.

If these proposed statuses are approved by BPK, he added, the total follow-up completion for the second semester of 2025 could reach 10,793 recommendations or around 90.38%.

"However, we still face several challenges that require joint attention and solutions," Rano noted.

He outlined some of the obstacles, such as the difficulty in recovering losses from retired employees or those whose whereabouts are unknown, large amounts of regional financial losses that require phased recovery, recommendations involving policy or regulatory revisions requiring multi-party harmonization, and limited access to information on restitution payments following court rulings.

Next, the complexity of collecting social facility (fasos) or public facility (fasum) obligations arises due to changes in ownership, bankruptcy conditions, or connections with assets managed by the Central Government and state-owned enterprises (BUMN).

"Therefore, it is important to have discussions to align perceptions and accelerate the completion of all follow-up recommendations," stated Rano.

He reminded all OPDs and BUMDs to speed up the resolution of ongoing and pending recommendations and to use these as lessons to prevent recurring findings that could materially impact financial reports.

 

"We hope cooperation and further discussions can continue to be strengthened, especially in completing recommendations that remain unsolved, including those older than 10 years," he emphasized.

Head of BPK Jakarta Representative Office, Ali Asyhar, expressed appreciation and gratitude to Jakarta Governor and Vice Governor for the good cooperation so far.

He described the collaboration as constructive and synergistic, in line with each party's role and responsibility in supporting transparent state financial management.

"We thank the Governor, Vice Governor, Regional Secretary, and all their teams. The follow-up efforts are among the highest compared to other BPK representative offices," he mentioned.

Ali hopes the Jakarta Government's Inspectorate and OPDs can accelerate the completion of unresolved follow-ups from the first semester. Regarding the second semester of 2025, they are currently conducting audits.

"Some have been completed, others are still in process. If needed, feel free to discuss with us," he said.
