City Secretary Explained The Low Absoption of 2015 City Budget

City Secretary, Saefullah explained the low absorption of 2015 City Budget is because the city budget was delayed to be ratified.

It could not be judged like that. It needs to be discussed that in the government budgeting system the money still does not exist

"As the city just ratified it in May. It cannot be forced," responded Saefullah, about the release of Finance Ministry that stated the city's absorption is the lowest from other cities in Indonesia, at City Hall,Tuesday (8/25).

He also deplored about sanction given to the city by the ministry by changing the city budget in Bank DKI to be debt securities. Because the money that supposed to be used for infrastructure development there is no in physical form.

"Look, our budget is still expectation. If we budget it in the revised city budget amounted to Rp 65 trillion, but money in the Bank is not that much yet," he explained.

Therefore, he uttered, while collecting taxes, the government also starts some projects. Eventhough, the budget for the projects still does not exist and planning.

"Until today, the local tax revenue only reaches 36 percent of the target. Usually it could be caught up by the end of year. People paying PBB and other taxes," he disclosed.

Before release the statement of low absorption of the City Budget, the ministry should have asked the government to discuss the matter. Thus it could be explained directly.

"It could not be judged like that. It needs to be discussed that in the government budgeting system the money still does not exist," he uttered.
